About this opportunity

The Board of Commissioners of Charles County, Maryland is requesting proposals for architectural, engineering, and site development design services for a new Department of Public Works Utilities Waldorf Regional Facility, with proposals due September 30, 2026 at 11:00 a.m. A non-mandatory pre-proposal meeting is scheduled for August 26, 2026, with site visit on August 27 and question deadline September 10.

The scope encompasses partial demolition of an existing 63,000-square-foot warehouse building, construction of an integrated pre-fabricated metal building section, renovation of remaining structure, and site improvements including parking, fueling station, salt barn, and gravel storage on a 10-acre site at 2660 & 2690 Old Washington Road, Waldorf, Maryland 20601. Approximately 75–80% of space will serve DPW Utilities staff, with remainder allocated to other County departments. All work must be performed by or under direct supervision of licensed Maryland architects and professional engineers.

Base Bid deliverables include civil site design services, Phase II Environmental Site Assessment, building design services, and construction bidding phase services (80 hours). Contingency items span construction engineering services (990 hours), baseline and additional wetland delineation, soil borings (150 vertical feet), and phased construction drawings (2 each). Add/alternate items include construction inspection services (3,200 hours), pole barn, vehicle wash area, salt barn, and fuel station design, and traffic impact analysis. The design phase runs 588 consecutive calendar days from Notice to Proceed (anticipated December 14, 2026). Overall contract duration is 1,505 consecutive calendar days.

Evaluation allocates 50 points to price and 50 points to qualifications: project team experience and qualifications (10 points), firm's previous projects with similar scope (25 points), and Maryland permitting experience (15 points). Offerors must demonstrate at least ten years of project management and design experience, with three completed representative projects within seven years involving mixed-use governmental, commercial, or industrial buildings of minimum 25,000 square feet, pre-fabricated metal building evaluation and design, Maryland-permitted projects, and multi-structure site design services.

Proposals must include technical submissions addressing statement of qualifications, project approach and delivery, schedule monitoring, and organizational structure, along with cost proposal forms, vendor disclosure, experience forms, MWBE compliance plans, and non-collusion affidavits. Proposals are valid for 120 days. Electronic submission through the County's eProcurement Portal is required. The County reserves the right to negotiate terms and award based on qualifications and price combined, not price alone.
