About this opportunity

The City of Scranton's Department of Business Administration is soliciting sealed bids for Demolition Projects 2025, targeting three specific properties located in Scranton, Lackawanna County, Pennsylvania: 231-233 Harrison Avenue, 2118 Cedar Avenue, and 812 Hampton Rear/812 Fellows Street. The project requires a comprehensive demolition service that includes pulling demolition permits, complete structure removal, capping main sewer drains, breaking up concrete flooring, clearing brush, obtaining NEIC inspection, cleaning and backfilling lots, and seeding and haying the areas. Bidders must have a minimum of 5 years of experience under their current business name and be registered with applicable oversight bodies. Electronic bids will be received through the City's e-Procurement Portal until 10:00 am on Wednesday, June 25, 2025, with a bid opening to be livestreamed on YouTube. Technical questions and clarification requests must be submitted via the portal's Q&A function by 10:00 am on Monday, June 16, 2025. Prospective bidders are required to register on the e-Procurement Portal and follow the project to receive automatic addenda notifications and be eligible to submit a bid.

The project does not specify explicit set-aside designations for disadvantaged enterprises, but it does include standard municipal contracting provisions such as prevailing wage requirements and non-discrimination clauses. The demolition work is federally funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, with each property having undergone environmental and historic preservation reviews by the Pennsylvania State Historic Preservation Office. While no incumbent vendors are identified, the project includes comprehensive insurance requirements, including workers' compensation, general liability, professional liability, and automobile liability with specific minimum coverage amounts. A 10% bid bond is required, and performance and payment bonds of 100% will be mandated upon contract award. Though a specific budget range is not explicitly stated, the project involves three distinct properties with individual demolition units, suggesting a potentially significant municipal investment in urban renewal and property maintenance.
