About this file
This is an Environmental Screening and State Historic Preservation Office (SHPO) review document for a demolition project located at 231-233 Harrison Avenue in Scranton, Lackawanna County, Pennsylvania. The project involves the demolition of a two-story residential structure that has been condemned and deemed unfit for human occupancy since June 2022. The property has 5 code enforcement violations and is located in the Hill Section of Scranton. The environmental screening was completed on 5/15/2025, with a SHPO consultation conducted on 4/9/2025 and a response received on 4/24/2025.
The SHPO review determined there are no above-ground historic properties in the project area and no archaeological concerns, provided that excavation is limited to foundation removal and clean off-site fill is used. The property is 0.66 acres, currently vacant, and sits between other abandoned properties with a shared parking lot. The structure was a 6,400 sq ft 4-bedroom home with four units previously. The environmental review process found no impediments to the demolition, with the project being classified as having "No Effect" on historic or archaeological resources. The project is part of the City of Scranton's 2025 Demolition Projects and is being conducted under the oversight of the Department of Housing and Urban Development.

Based on the information received and available in our files, it is our opinion that there are no above ground historic properties (resources listed in or eligible for listing in the National Register) present in the project area of potential effect. Therefore, no above ground historic properties will be affected by the proposed project. Should the scope of the project change and/or new information be brought to your attention regarding historic properties located within the project area of potential effect, please reinitiate consultation with our office using PA-SHARE.

Archaeological Resources No Archaeological Concerns - Environmental Review - No Effect - Archaeological - Demolition and No New Ground Disturbance
There is a high probability that prehistoric and/or historic archaeological resources are located in this project area.
