About this file

The document is an inspection report by Barry Isett and Associates, Inc. for the City of Scranton's Office of Economic and Community Development, focusing on the property located at 231 Harrison Ave. in Scranton, Pennsylvania. The report, dated February 5, 2025, details a site visit to evaluate the structure for potential demolition, noting extensive deterioration including problems with the building envelope, roofing system, siding, windows, doors, and foundation mortar joints. The inspectors determined the structure is likely beyond repair, with rehabilitation costs exceeding 85% of the property's value, and presents significant safety hazards to pedestrian traffic.

The property appears to be in an advanced state of disrepair, with unsecured openings, exposure to weather, and structural components that have not been fully evaluated. The first floor seems to be in a partial state of rehabilitation with finishes removed, and further investigation is recommended to assess potential salvage opportunities. The report suggests the building poses risks to public safety and welfare, implying it is a strong candidate for the City of Scranton's 2025 Demolition Projects, which are scheduled for bidding on June 25, 2025, through the city's e-Procurement Portal.

RE: 231 Harrison Ave., Scranton, PA 18510 City of Scranton Office of Economic and Community Development City of Scranton, Lackawanna County, Pennsylvania

Dear Mr. Connors, Barry Isett and Associates, Inc. visited the property known as 231 Harrison Ave., Scranton, PA 18510, on Wednesday, February 5, 2025. During the site visit, the structure was evaluated for demolition. The evaluation was based on visual inspection of the exterior. Limited portions of the interior were visible at the time of the site visit. The conditions present in the field on the day of the site visit indicate that the property is in a state of disrepair. Observed deficiencies include deterioration of the building envelope, including the roofing system, siding, windows and doors.

Deterioration of the mortar joints in the foundation walls was noted. Portions of the structure are inadequately supported and present a safety hazard to pedestrian traffic. The property has unsecured openings and has been exposed to weather. The structural components of the structure have not been evaluated. The mechanical, electrical and plumbing systems have not been evaluated.

In our opinion, the structure is likely beyond repair that would exceed 85% or more of the value. The unsafe conditions present on site are a hazard to public safety and welfare. The 1st floor of the structure appears to be in a state of rehabilitation where the finishes have been removed. Further investigation is needed to determine potential for salvage.
