About this file

This document is an inspection report from Barry Isett & Associates, Inc. for the City of Scranton's Office of Economic and Community Development, specifically addressing the property located at 2118 Cedar Ave in Scranton, Pennsylvania. On April 6, 2023, the firm conducted a site visit to evaluate the structure for potential demolition following a recent fire. The inspection was performed visually from the exterior and determined that the building has sustained significant structural damage, including failures in roofing, wall construction, and finishes. The report concludes that the structure requires repairs exceeding 85% of its value, though it is not classified as an emergency demolition.

The inspection report appears to be supporting documentation for the City of Scranton's Demolition Projects 2025 procurement, which will be soliciting sealed bids through an e-Procurement Portal. The bidding process is scheduled to open on June 25, 2025, with all bid documents to be submitted electronically before 10:00 am on that date. Prospective bidders must register on the city's e-Procurement Portal to access bid specifications, receive addenda, and submit proposals. Technical questions and clarification requests are due by 10:00 am on June 16, 2025, providing potential contractors with an opportunity to seek additional information about the demolition project.

City of Scranton Office of Economic and Community Development 340 North Washington Ave Scranton, PA 18503 Attn: Andrew Connors Blight and Redevelopment Specialist

RE: 2118 Cedar Ave, Scranton, PA 18504 City of Scranton Office of Economic and Community Development City of Scranton, Lackawanna County, Pennsylvania

Dear Mr. Connors, Barry Isett and Associates, Inc. visited the property known as 2118 Cedar Ave, Scranton, PA 18504, on Thursday, April 6, 2023. During the site visit, the structure was evaluated for demolition. This building recently sustained a structure fire. The evaluation was based on visual inspection of the exterior only. The conditions present in the field the day of the site visit of this structure show various structural failures that resemble a hazard to the public safety and welfare. The structure has shown recent fire damage to the building structure and envelope. The structure is also showing evidence of failures and fire damage to the roofing, wall construction, and finishes. In our opinion, the structure is beyond repairs that exceed 85% or more of the value but is not deemed an emergency demolition.

Should you have any questions or comments regarding this information, please do not hesitate to contact our office.

Sincerely, Amos Valenti Project Manager Project Management & Construction Services
