About this opportunity
The City of Scranton's Department of Business Administration is seeking sealed bids for the comprehensive demolition of two properties located at 701 Shawnee Avenue and 703 Depot Street in Scranton, Pennsylvania. The project requires complete demolition services including permit acquisition, building removal, sewer drain capping, concrete flooring elimination, lot clearing, utility inspections, site backfilling, and reseeding. Prospective bidders must register on the City's e-Procurement Portal and attend a mandatory pre-proposal meeting to be considered for the contract. The bid submission deadline is December 2, 2025, at 10:00 am, with bids to be opened publicly in City Council Chambers and simultaneously livestreamed on YouTube. Bidders must possess a minimum of five years of experience under their current business name and hold a valid contractor's license in the City of Scranton. Evaluation criteria include submission of a 10 percent bid bond, comprehensive insurance documentation, and compliance with various required affidavits and certifications. The project is federally funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program, with a targeted substantial completion date of January 30, 2026.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises. Contractors must submit comprehensive insurance documentation, including workers' compensation, employer's liability, professional liability, general liability, and automobile liability insurance, with specific minimum coverage amounts. All insurance policies must name the City of Scranton as an additional insured and be issued by companies with an A.M. Best rating of "A-" or better. Performance and payment bonds, each at 100 percent of the contract amount, will be required upon award. While no specific incumbent vendor is mentioned, the project involves demolishing two properties determined to be hazardous and structurally unsound, as confirmed by structural and asbestos inspections. Liquidated damages of $150 per day will be applied for failure to complete the project within the agreed timeline. The contract will be awarded to the lowest responsible bidder submitting a responsive bid, with the expectation that all work will comply with Pennsylvania prevailing wage requirements and be completed using EPA-approved disposal methods.
