About this file
This is a Federal Certification Regarding Lobbying document in compliance with 31 CFR Part 21, submitted in connection with a demolition project for the City of Scranton, Pennsylvania, funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program. The certification confirms that no federal appropriated funds have been or will be paid to influence federal officers, members of Congress, or their employees in connection with the award of this federal contract. The document requires the contractor's authorized official to certify the truthfulness and accuracy of the statement and to include identical certification language in all subaward documents at all tiers, including subcontracts and subgrants. The bid submission deadline for the demolition project is December 2, 2025, at 10:00 am, with bids to be opened publicly in City Council Chambers and livestreamed on YouTube. Prospective bidders must register on the City's e-Procurement Portal and are required to attend a mandatory pre-proposal meeting to be considered for the contract.
The certification imposes significant compliance obligations on the contractor, requiring disclosure on Standard Form-LLL if any non-federal funds are used for lobbying activities. Failure to submit the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure, and the document explicitly incorporates the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements. This certification is a material representation of fact and a prerequisite for contract award. Contractors must possess a minimum of five years of experience under their current business name and hold a valid contractor's license in the City of Scranton. The project requires submission of a 10 percent bid bond, comprehensive insurance documentation with minimum coverage amounts, and performance and payment bonds each at 100 percent of the contract amount upon award. The contract will be awarded to the lowest responsible bidder, with work to comply with Pennsylvania prevailing wage requirements and EPA-approved disposal methods, and liquidated damages of $150 per day will apply for failure to meet the January 30, 2026, substantial completion date.
