About this file
This is a Federal Certification Regarding Lobbying form (31 CFR Part 21) related to the City of Scranton's demolition project at 701 Shawnee Avenue/703 Depot Street in Pennsylvania. The certification serves as a prerequisite for the contractor to confirm that no federal appropriated funds have been or will be paid to influence federal or congressional officials in connection with this contract award. The document establishes the contractor's obligation to disclose any non-federal funds used for lobbying purposes on Standard Form-LLL and requires that identical certification language be included in all subaward documents, including subcontracts and subgrants at all tiers.
The certification represents a material representation of fact that becomes binding upon contract execution. Contractors must affirm the truthfulness and accuracy of the certification and acknowledge that false statements are subject to civil penalties ranging from $10,000 to $100,000 per violation, with additional liability under 31 U.S.C. Chapter 38 for administrative remedies related to false claims. The document requires completion with the contractor's authorized official signature, printed name, title, and organization, along with the date of execution.
