About this file
This is a structural inspection report prepared by Barry Isett and Associates, Inc. for the City of Scranton Office of Economic and Community Development in Scranton, Pennsylvania. The report evaluates the property located at 701 Shawnee Avenue/703 Depot Street, Scranton, PA 18504, for potential demolition. The structure was inspected on April 6, 2023, and again on August 11, 2025. Based on visual exterior inspection only, the evaluation identified various structural failures including a collapsing roof and damage to wall construction and finishes that pose a hazard to public safety and welfare. The structure is deemed to require repairs exceeding 85 percent or more of its value; however, it is not classified as an emergency demolition. Sealed bids for the demolition project are being solicited by the City of Scranton Department of Business Administration through the City's e-Procurement Portal, with bids due by 10:00 a.m. on Tuesday, December 2, 2025, and opening scheduled for City Council Chambers on the 2nd Floor of City Hall.
The inspection report provides the professional assessment necessary to support the demolition bid solicitation but does not contain pricing information, set-asides, incumbent contractor data, or specific funding details. Bidders are required to register and follow the project on the City's e-Procurement Portal to receive addenda notifications and submit their bids through that platform. All bid documents and supplementary materials must be uploaded and submitted electronically prior to the December 2, 2025 deadline. Technical questions and clarifications regarding the scope, specifications, and project terms must be submitted through the Q&A function on the e-Procurement Portal.
