About this opportunity
The Orange County Transportation Authority (OCTA) is requesting bids from authorized Dell resellers to provide 10 PowerEdge R660 and 4 PowerEdge R660xs Tailor Made servers, with bids due March 26, 2026 at 11:00 a.m. Pacific Daylight Time and written questions due March 13, 2026 at 2:00 p.m. This is a reprocurement following cancellation of the original IFB 250064 in December 2025 due to specification unavailability from the manufacturer.
Bidders must hold active Dell reseller certification and submit proof with their bids; failure to do so renders bids non-responsive. Alternative manufacturers, models, or part numbers are not acceptable. The DBE Program Requirements document is attached; however, a separate procurement plan states that no DBE goals, prevailing wage, liquidated damages, or retention provisions apply to this solicitation, creating ambiguity regarding DBE applicability that may require clarification through the question cycle.
The PowerEdge R660 specifications include Intel Xeon Gold 6548N processors (32 cores), 768GB DDR5 RAM, dual 960GB SSDs, quad-port 10/25GbE network interfaces, dual 1400W redundant power supplies, iDRAC9 Enterprise management, and five years of ProSupport Plus Mission Critical 4-Hour Onsite Service. The PowerEdge R660xs features Intel Xeon Silver 4416+ processors (20 cores), 256GB DDR5 RAM, dual 960GB SSDs, quad-port 10/25GbE network interfaces, dual 1100W Titanium-rated redundant power supplies, and identical five-year service. Both include OpenManage Enterprise Advanced Plus software and SFP28 optics. No operating system is included. Delivery is to OCTA Corporate Office, 600 South Main Street, Orange, California.
The contract value is $300,000 for a six-month term with no renewal options. Prices must remain firm throughout the contract period on an F.O.B. destination basis, inclusive of all taxes and costs. Award will be made to the lowest responsive and responsible bidder; cost is the sole evaluation criterion at 100 percent weight. The funding source is local. Answers to written questions are due March 18, 2026, with purchase order award scheduled for April 1, 2026. Contact: Desiree Fernandez, Contract Administrator, dfernandez1@octa.net, (714) 560-5811.
