About this file

This is a Scope of Work Verification form submitted by the Orange County Transportation Authority (Authority) for the procurement of Dell PowerEdge R660 and PowerEdge R660xs Tailor Made Servers. The project, identified by Requisition No. R001441, involves the purchase of Dell servers with a total budget of $300,000 for a six-month term. The scope of work document certifies that specifications were prepared to invite open competition and include a "brand name or equal" description, as it was determined to be impractical or uneconomical to write clear technical requirements without reference to the specific Dell PowerEdge models. The Authority has clearly identified the salient characteristics and specific features that equivalent products must meet to be considered as alternatives to the named brand servers.

The verification form, dated January 19, 2026, was signed by the Project Manager and the Information Systems Department Manager/Director, confirming compliance with Federal Transit Administration (FTA) Circular 4220.1F regulations regarding brand name specifications. The procurement allows for competitive bidding from authorized resellers while maintaining technical standards necessary for the Authority's operational requirements. No additional information regarding set-asides, incumbent contractors, site visits, bidder conferences, or award dates is specified in the provided documentation.

FA-CAMM-071.docm (05/16/16) Page 1 of 1

The following general rules shall apply when preparing scopes of work and specifications:

a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.

b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.

c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.

d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.

e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.

f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.

g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.

h) Industry, federal, state and local government specifications and requirements can be used.

Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
