About this opportunity
Broward County is requesting bids on fixed-price construction for the Deerfield Island ADA Dock at 1720 Deerfield Island Park in Deerfield Beach, Florida, with bids due July 15, 2026. No set-aside or local preference is mandated, though a local-vendor preference (tiebreaker or BAFO consideration) is available to Broward County–based businesses that submit location certification and a local business tax receipt.
The scope covers installation of an aluminum floating dock and gangway, concrete piling with 12-inch square prestressed concrete piles, concrete abutment, 4-inch PVC fire line with hose cabinet, reflective tape banding, solar marine beacons, ADA-compliant handrails, and related appurtenances. The Parks and Recreation Division will separately supply and deliver the floating dock; the contractor must supply and install all other components. Work hours are restricted to 7:00 a.m.–5:30 p.m. Monday–Friday for barge-based work and Monday–Thursday for land-based work when the island is closed to the public. The contractor must use a County-provided barge (30 feet by 40 feet by 4 feet, 78,000-pound capacity) staged at Alsdorf Park, Pompano Beach, 4.9 miles away, requiring 48 hours' advance notice. Concrete must be 4,000 psi strength per ASTM C94 with a maximum 0.45 water-to-cement ratio. Prestressed piles must comply with FDOT Design Standards Index 20612. All piping must undergo hydrostatic testing at 200 PSI for 2 hours per NFPA 24 and NFPA 14. Joint restraints must be 316 stainless steel; piping per Florida Administrative Code Rule 62-555.320. Contractors must possess a State of Florida Certified General Contractor, Certified Building Contractor, Class "A" General Building Contractor, or Broward County Class "B" General Building Contractor license and must perform work constituting at least 30 percent of the total contract price without subcontracting. A $9,500 annual permit allowance is included; payment is based on actual costs authorized in advance by the County Administrator, with no markup permitted. Award is to the lowest responsive and responsible bidder on total bid price. The County may order additional quantities up to 20 percent within one year of award at the same prices and terms.
Substantial completion is required within 60 days after the second Notice to Proceed; final completion within 30 days thereafter. Liquidated damages are $205 per day for preliminary work, $381 per day for failure to achieve substantial completion, and $269 per day for final completion. Compensable excusable delay is $119 per day. The contractor must furnish performance and payment bonds equal to 100 percent of the fixed contract amount within 10 days of award, recorded in the Official Records of Broward County and effective for one year after final completion. A 5 percent bid bond or alternate bid security is required with submission; failure to submit renders the vendor nonresponsive. Vendors must obtain bonds through Surety2000 or submit originals to the Purchasing Division at 115 South Andrews Avenue, Room 212, Fort Lauderdale, Florida 33301. For bonds exceeding $500,000, the surety must be authorized in Florida with a resident agent, possess five years of successful continuous operation, hold a Certificate of Authority as acceptable surety under U.S. Treasury Circular 570, and meet specific financial strength ratings per Best's Insurance Guide. For bonds $500,000 or less, the surety must maintain at least twice the minimum surplus and capital required by the Florida Office of Insurance Regulation and hold a valid Certificate of Authority from the U.S. Department of Treasury.
Insurance requirements include commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, auto liability of $1,000,000 combined, workers' compensation at statutory limits, employers' liability of $1,000,000 per accident, and protection and indemnity liability of $1,000,000 combined due to the waterfront location. Installation floater coverage with a maximum $10,000 deductible is required if builders risk or property insurance is not carried. Contractors bear the full deductible.
Contractor personnel requiring unescorted access to County facilities must complete a Level 1 Florida Department of Law Enforcement background check at their own expense at least two weeks prior to work commencement and receive County-issued contractor ID badges. Badges are valid up to one year; renewal requires additional background checks. Final contract payment is contingent upon badge return. For Parks and Recreation projects, criminal background screening must exclude sexual predators, offenders, and persons with disqualifying convictions including violent crimes, sexual offenses, and child-related crimes. Non-compliance with security requirements constitutes grounds for immediate contract termination without opportunity to cure.
