About this opportunity
The Boulder County Housing Authority is soliciting Statements of Qualifications from qualified firms to provide professional decontamination, sanitation, and remediation services for residential and administrative properties under a short-list arrangement on a project-by-project basis. Services encompass unit deep cleaning following biohazard exposure, trauma scene cleanup, drug and chemical residue decontamination, and mold or environmental contamination remediation across multifamily residential complexes, senior housing units, scattered-site single-family homes, community centers, maintenance facilities, and administrative offices. The contractor must respond to standard decontamination requests within 48 hours of notification and maintain 24/7 emergency biohazard or trauma response capability with on-site arrival within 4 hours. All personnel must be trained and certified in decontamination and biohazard cleanup procedures, and services must comply with OSHA Bloodborne Pathogens Standards, EPA and CDC disinfection guidelines, HUD housing standards, and state and local environmental and waste management regulations. Deliverables include work order reports with before-and-after photographs, certifications of completion, and monthly summary reports. Proposals will be evaluated on a 100-point matrix based on Compliance with Safety and Regulatory Standards (30 points), Qualifications and Experience (25 points), Methodology and Equipment (25 points), and Timeframes/Responsiveness to Request/Work Order (20 points). The solicitation was posted January 22, 2026, with a Statement of Qualifications due date of February 6, 2026.
The procurement documents do not identify specific set-asides or restrictions limiting respondents to particular enterprise categories, though all vendors must comply with Americans with Disabilities Act and Equal Opportunity requirements. Contractors must maintain comprehensive insurance coverage including Commercial General Liability with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Workers' Compensation at statutory limits, Professional Liability of $1,000,000 per loss and aggregate, and Pollution Liability of $1,000,000 per occurrence and aggregate, with Boulder County Housing Authority and Boulder County named as additional insureds. The contract template indicates compensation will be structured on a not-to-exceed basis with annual limits specified in Exhibit B, and Boulder County funds are currently available for the contract; however, specific budget ranges or award values are not detailed in the solicitation documents. Selected vendors will operate under a two-tier pricing structure wherein projects under $10,000 may be assigned directly to any short-listed vendor, while projects valued at $10,000 or greater will require competitive quotes from all short-listed vendors. No incumbent vendors or existing contractor information is identified in the procurement materials.
