About this opportunity

The Massachusetts Department of Children and Families is soliciting Request for Responses ASO2027 to select a single statewide Administrative Services Organization for its network of Family Resource Centers, with questions due November 2, 2026 and responses due December 10, 2026 at 12:00 p.m. Eastern through COMMBUYS. Bidders must commit at least 1 percent of Commonwealth contract sales to Supplier Diversity Program partners, meaning SDO-certified or recognized diverse businesses or non-profit organizations, and no award is possible without an SDP commitment that meets the RFR requirements. The SDP plan is scored separately for 50 of 205 total points.

The ASO will perform five functions: developing and maintaining technological solutions, program evaluation and reporting, administrative support for Family Resource Centers, administrative support for DCF, and communications and marketing. Required technology includes a Client Relationship Management System, staff tracking systems, and public-facing and restricted-access web applications, which must be production-ready by June 30, 2027. Bidders must designate a Program Manager, Evaluation Manager, IT Manager, and Communications Manager, and DCF reserves the right to interview and approve all key personnel. Subcontractors require prior DCF approval, and the prime remains fully responsible for performance. Administrative costs are capped at 18 percent of the budget.

The estimated value is $15 million for the life of the contract, conditioned on legislative appropriation. The initial term runs through December 31, 2030, with two three-year renewal options. Award is made on a best-value basis. Programmatic responses are scored for 150 points, including technology solutions (43), administrative support (44), and program evaluation (36), and a passing score requires at least 105 programmatic points and 35 SDP points. Oral presentations with technology demonstrations are estimated for the week of January 11, 2027, with contract start estimated February 1, 2027 or later.
