About this file

This document is an evaluation sheet for the Massachusetts Department of Children and Families (DCF) Request for Responses (RFR) to select an Administrative Services Organization (ASO) to support a statewide network of Family Resource Centers (FRCs). The evaluation form assesses bidder responses across multiple categories with a maximum total score of 205 points. The programmatic response section, worth 150 points, evaluates organizational overview (1 point), development and maintenance of technological solutions (43 points), program evaluation and reporting (36 points), administrative support for FRCs and DCF (44 points), organizational readiness (10 points), and initial implementation period workplan (16 points). Key evaluation criteria require bidders to describe their project management approach for complex technology solutions, propose a client relationship management system (COTS, SaaS, or custom-built), detail tracking systems for staff training and workforce allocation, design public-facing and restricted-access web applications, demonstrate data privacy and security measures, provide strategic technical assistance capabilities, and submit a detailed six-month implementation workplan with timelines, costs, milestones, risk mitigation, and resumes of key personnel.

The business response section requires bidders to submit a cover letter, conflict of interest statement, acknowledgments, and documentation of subcontracts and contractual relationships, with a passing score required before programmatic responses are evaluated. The Supplier Diversity Program (SDP) commitment section is worth 50 points and requires bidders to make a meaningful financial commitment by partnering with SDO-certified diverse business enterprises or non-profit organizations, with a minimum requirement to direct at least 1 percent of Commonwealth contract revenue toward SDP partners. To pass the overall evaluation, bidders must achieve a minimum score of 105 points (Good rating) on the programmatic response and 35 points (Good rating) on the SDP commitment, with acceptable organizational documentation required before contract execution. The evaluation uses a scoring scale where 0-119.9 points equals Poor, 120-139.9 equals Fair, 140-159.9 equals Good, 160-179.9 equals Excellent, and 180-200 equals Exceptional.
