About this opportunity
The Massachusetts Department of Children and Families (DCF or the Department) seeks providers to deliver a variety of Support & Stabilization (S&S) services tailored to the individual strengths and needs of children and families served by the Department. The services are designed to achieve safety, permanency, and well-being for children. The RFR outlines 12 service categories and 35 corresponding service models that providers may bid on, including Safe and Stable Family Services, Comprehensive Services for Child Welfare, Substance Use Interventions, Therapeutic Family/Child Support, Evidence-Based Practices, and others. Providers must demonstrate experience serving individuals with intellectual, developmental, sensory, or physical disabilities, as these services are needed to support families with a member who has a disability. Initial responses are due by August 16, 2024 at 2 PM, and the Department will evaluate proposals based on criteria such as Organizational Capacity, Proposed Approach, Staffing and Management, and Budget and Fiscal Soundness.
The RFR does not provide details on pricing terms, set asides, incumbents, or funding requirements and sources. However, the Department may consider awarding start-up contracts on a case-by-case basis for certain S&S service models, with preference given to providers serving under-resourced communities. The RFR indicates that most services will be billed at either an hourly or daily rate, with group services billed per session. The Department also notes the availability of cost reimbursement supplements for certain evidence-based practices. The contract will be awarded to providers in the state of Massachusetts.
