About this file

This is a General Response Sheet (Attachment B) for a Request for Responses (RFR) issued by the Massachusetts Department of Children and Families (DCF) to select an Administrative Services Organization (ASO) to support a statewide network of Family Resource Centers (FRCs). The RFR solicits a single statewide vendor to provide comprehensive administrative and technological support services. The response document outlines 21 submission requirements that bidders must address, including organizational overview, project management approach for complex technology solutions, design and implementation of a Client Relationship Management System (CRMS), development of staff tracking systems, creation of public-facing websites and restricted-access web applications, program evaluation and reporting capabilities, administrative support for FRCs and DCF, and organizational readiness documentation including resumes for four key personnel positions (Program Manager, Evaluation Manager, IT Manager, and Communications Manager). Bidders must also submit an initial implementation period workplan not to exceed six months, an annual budget using the provided fiscal year program budget form, and documentation of their approach to the Commonwealth's Supplier Diversity Program.

The response sheet requires bidders to identify any proposed subcontractors with detailed information regarding services and qualifications, acknowledge full organizational responsibility for subcontractor performance, and disclose potential conflicts of interest. Bidders must provide conflict of interest statements, a signed cover letter from an authorized representative certifying the accuracy and completeness of their response, and examples of comparable work including submitted reports to oversight entities. The RFR emphasizes capabilities in data privacy, security, system reliability, and regulatory compliance for handling confidential client information. Bidders are required to make a meaningful financial commitment to the Commonwealth's Supplier Diversity Program by partnering with at least one SDO-certified or recognized diverse business enterprise, with a minimum target of directing at least one percent of Commonwealth contract revenue toward spending with SDP partners.
