About this opportunity

Colorado Department of Public Health and Environment (CDPHE) is soliciting proposals under RFP 2027000072 for CASS-certified address and validated demographic data services for the Colorado Health Systems Directory (CHSD), with proposals due December 1, 2026. The RFP carries no set-aside or preference program, though proposers must disclose on the signature page whether they qualify as a Disadvantaged Business Enterprise (DBE), Minority Business Enterprise (MBE), or Women's Business Enterprise (WBE).

The Primary Care Office, which manages the CHSD, requires an API-based solution that processes approximately 25 million address records annually (peak 8 million) and 1 million demographic records annually (peak 250,000). Address validation covers street address, city, state, ZIP+4, apartment/suite, county, census tract, block, and latitude/longitude, with rooftop geocoding at six-digit precision required and nine-digit preferred. Demographic validation covers gender, sex, age or date of birth, email address, country of origin, and education level, sourced from third-party authoritative references. The API must support synchronous per-record and batch processing, plus a user-facing interface for testing and monitoring.

Mandatory qualifications include CASS certification held directly or through a named subcontractor, SOC 2 Type II certification, 24/7/365 availability with a one-hour recovery time objective and hourly recovery point objective, and cyber liability insurance. Offerors must demonstrate three comparable projects of similar size and scope completed within five years (per Addendum 1) and two references for similar projects completed within five years (per the RFP). Vendors may not process PHI or use AI or machine learning for record matching, data persistence, or model training, and all personnel must be physically located in the United States.

The budget is approximately $100,000 annually, inclusive of implementation costs, with a five-year total not expected to exceed $500,000 unless additional funding becomes available. Pricing is per-call (one API request equals one record), with per-10,000-record tiering preferred, or a fixed annual subscription. Proposers may include one-time implementation fees and annual price adjustments for renewal years, provided annual costs remain under $100,000. The initial term runs July 1, 2027 through June 30, 2028, with four optional one-year extensions for a total of up to five years. The State will engage a separate IV&V vendor at State expense, and IV&V costs must not be included in contractor pricing.

Written inquiries were due October 28, 2026. Proposals must be submitted electronically through BidNet Direct at www.bidnetdirect.com/cdphe as searchable PDFs, with one signed original of Attachment 1, and must comply with Section 508. Email submissions are not accepted. Revised versions of Attachments 1, 3, and 4 are posted alongside Addendum 1. Allan Smith, Purchasing Unit Supervisor, is the sole point of contact.
