About this opportunity

The New Hampshire Judicial Branch Administrative Office of the Courts is requesting proposals for comprehensive data analysis services on Family Treatment Court initial outcomes, with proposals due August 14, 2026 at 4:00 p.m. and vendor inquiries due July 28, 2026.

The scope encompasses data analysis, reporting, data storytelling, cost-analysis feasibility assessment, and ongoing technical consultation for approximately 39 families discharged from the Family Treatment Court of Sullivan County since 2022. Key deliverables include a data inventory, reporting framework and sustainability guide, cost-analysis feasibility report, analysis reports, user-friendly dashboards and data stories, narrative documentation, and a final handover package with editable source files and methodology documentation.

Minimum vendor requirements include demonstrated experience analyzing court, child welfare, behavioral health, and sensitive program data; understanding of HIPAA and 42 CFR Part 2 compliance; experience developing data systems and reporting tools; ability to communicate findings to non-technical audiences; and capacity to manage multi-stakeholder projects involving sensitive information. Preferred qualifications include prior work with Family Treatment Courts or similar court-based programs, judicial branch and child welfare data analysis, cost-analysis and fiscal-impact studies, accessible data visualization creation, and continuous quality improvement support. Out-of-state vendors must obtain a Certificate of Authority to transact business in New Hampshire prior to contract effective date.

The initial contract term is eighteen months from the fully executed contract effective date, with one optional one-year renewal subject to funding availability, satisfactory performance, and approval by the NHJB FTC and Council of Chief Judges. Vendors must provide detailed cost proposals broken down by task, phase, deliverable, staff role, hourly rates, estimated hours, and ancillary expenses including travel, administrative, software, platform, and subcontractor costs.

Evaluation allocates 30 points for qualifications and experience, 40 points for specification of work to be performed, and 30 points for cost. The NHJB anticipates awarding one contract. Oral presentations are estimated for August 21, 2026, with selection notification and contract development beginning September 30, 2026. The Office of Justice Programs retains royalty-free, non-exclusive, and irrevocable license rights to all work products.
