About this file

This document is a Data Codebook for the New Hampshire Family Treatment Courts (FTC), developed collaboratively by the New Hampshire Judicial Branch and the National Center for State Courts in August 2025. The codebook provides comprehensive guidance on internal performance measures, data entry procedures, and variable definitions for the DIMS (Drug Court Management System) case management system used to track outcomes for parents and children participating in FTC programs across Sullivan and Manchester courts. The codebook establishes quarterly performance measures focused on enrollment, case processing times, child placements, and therapeutic responses, along with semi-annual measures addressing parent characteristics, service referrals and completions, and case outcomes including child permanency, substance use reduction, employment improvements, housing stability, and mental health stability. Data entry is structured across multiple phases including pre-screening, intake, in-program monitoring, and discharge, with specific guidance on when information should be collected, how it is measured, and its application to FTC evaluations. The document details data collection requirements for parent participant information, child case activity, and measures not requiring FTC entry, encompassing demographic information, screening and assessment results, treatment history, mental health and substance use histories, services received, employment and housing status, and child placement and permanency outcomes.

Vendors selected to conduct data analysis of FTC initial outcomes will utilize this codebook as the framework for analyzing data from approximately 39 families discharged from Sullivan County FTC since 2022. The RFP, issued by the New Hampshire Judicial Branch Administrative Office of the Courts, requires proposals due August 14, 2026, with vendor inquiries due July 28, 2026, and oral presentations anticipated for August 21, 2026. The contract term is eighteen months from execution with one optional one-year renewal contingent upon funding availability and satisfactory performance. Deliverables include a data inventory, reporting framework and sustainability guide, cost-analysis feasibility report, analysis reports, user-friendly dashboards, data stories, narrative documentation, and a final handover package with editable source files and methodology documentation. Minimum vendor qualifications include demonstrated experience analyzing court, child welfare, and behavioral health data; HIPAA and 42 CFR Part 2 compliance knowledge; data systems and reporting tool development; and ability to communicate findings to non-technical audiences. Preferred qualifications include prior Family Treatment Court experience, judicial branch and child welfare data analysis expertise, cost-analysis capabilities, accessible data visualization skills, and continuous quality improvement support. Evaluation allocates 30 points for qualifications and experience, 40 points for work specification, and 30 points for cost, with the NHJB anticipating award of one contract. The Office of Justice Programs retains royalty-free, non-exclusive, and irrevocable license rights to all work products.

DIMS Codebook How to Use this Codebook The DIMS Codebook presents items in DIMS in order of data entry with information about when that data should be collected, how it is measured, a definition of the item, and how it will be used for evaluations of FTC. There are many items in DIMS and not all are relevant to the FTC;

some that are not relevant are even required to be filled out as indicated by an asterisk (*). For FTC purposes, yellow-colored rows signal items where data must be entered. Cells with “--” in them indicate measures that do not need to be collected.

I. Parent Participant Information

A. Initial Screening This is the pending screening table for individuals who have been referred but have not yet been screened for eligibility.
