About this opportunity

The Illinois State Police is soliciting bids for psychological evaluation and fitness-for-duty assessment services for cadet candidates under IFB B-53844, with bids due September 11, 2026. A 4% Business Enterprise Program (BEP) participation goal applies to businesses owned and controlled by minorities, women, and persons with disabilities; failure to submit a compliant BEP Utilization Plan renders bids non-responsive.

The vendor must be a licensed psychologist authorized to practice in Illinois, or if a company, must identify all evaluators and provide proof of valid Illinois psychologist licenses at bid submission. Services include administration of validated psychological instruments—Minnesota Multiphasic Personality Inventory (MMPI), Career Occupational Preference System (COPS), and California Psychological Inventory (CPI)—along with in-depth personal interviews. Testing is administered at the Illinois State Police Academy at 3700 East Lake Shore Drive, Springfield, Illinois, with interviews conducted at the vendor's office or a location within a 100-mile radius of Springfield. The anticipated volume is 50 to 150 cadet candidates per class. Preliminary test results must be submitted via email within 48 hours of the final examination, and comprehensive written reports with recommendations are due within seven days of each candidate's evaluation.

The initial contract term is five years from the last dated signature of both parties, with a maximum total term not to exceed ten years including any renewal terms and extensions. Contract pricing is estimated, with the total maximum amount to be entered by the State prior to execution. The vendor must maintain general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and worker's compensation insurance as required by law. Subcontractors with annual contract values exceeding $100,000 are permitted and must be identified. Award will be made to the lowest-priced responsive and responsible bidder. Bids remain firm for 90 days following opening.
