About this opportunity
The Kenton County Airport Board (KCAB) is seeking design services for the CVG Global Logistics Park Enabling Work through a Request for Qualifications (RFQ) 25-029. The procurement targets a consultant to provide comprehensive design services for expanding air cargo support facilities across approximately 80 acres, with work to be completed to 30% design level. Specific deliverables include designing infrastructure such as grading, roadway and utility corridors, storm drains, vehicle and aircraft parking, and site preparation for four carrier activity types: integrated express, freighters, freight forwarders, and passenger airline cargo. The evaluation criteria will weight key personnel qualifications at 25%, project approach and methodology at 30%, project schedule at 20%, and consultant team qualifications at 20%. A pre-proposal meeting and site visit is scheduled for June 5, 2025, at 10:00 am at CVG Centre in Erlanger, Kentucky, with a proposal submission deadline of July 3, 2025, at 2:00 pm. The project requires designing a new North Area apron connecting to Taxiway E, creating vehicle service roads, and planning employee and truck parking areas.
The RFQ has established a Disadvantaged Business Enterprise (DBE) contract goal of 0.00 percent, indicating no specific set-aside requirements for minority or small businesses. The project will be funded through federal and mixed funding sources, requiring compliance with federal regulations and airport operations coordination. While no incumbent vendors are explicitly mentioned, the project builds upon previous cargo feasibility studies that projected flat growth of approximately 33,000 annual tons over 20 years. The design work will involve potential demolition of existing structures like the CVG Sign Shop and rental car buildings to facilitate future cargo development. Although a specific contract value is not disclosed, previous feasibility studies indicated potential facility development costs ranging from $26 million to $38.6 million, with opportunities for cost savings through alternative construction methods like temporary Sprung structures. The project aims to create an investment-ready site for potential air cargo partners, with potential future expansion options including AeroTerm's possible 120,000-square-foot facility expansion.
