About this file

This document is a Request for Qualifications (RFQ) issued by the Kenton County Airport Board (KCAB) for Civil Site Design Services for the CVG Global Logistics Park (GLP) at the Cincinnati/Northern Kentucky International Airport. The project seeks a consultant to design enabling work for expanding air cargo support facilities across approximately 80 acres, focusing on two primary parcels. The design will be developed to 30% detail and include infrastructure such as grading, roadway and utility corridors, storm drains, vehicle and aircraft parking, and site preparation. Key project elements include analyzing the existing Delta Air Lines Cargo Building, designing a new North Area apron connecting to Taxiway E, creating vehicle service roads, and planning employee and truck parking areas. The project will involve demolishing existing structures like the CVG Sign Shop and rental car buildings to make room for future cargo development.

The project is part of a multi-phase approach to expanding air cargo facility space, with specific goals of developing an on-airport cargo building complex, creating cargo aircraft hard-stands, and supporting taxi-lanes. The design must accommodate four types of carrier activities: integrated express (FedEx), freighters, freight forwarders, and passenger airline "belly" cargo. The site has historical context, with the area originally developed in the 1950s-70s and six aging cargo and postal buildings already demolished. The RFQ indicates potential for future expansion, including AeroTerm's option to expand an existing 50,400-square-foot facility by an additional 120,000 square feet. The project also considers sustainability goals and aims to create an investment-ready site for potential air cargo partners.

MATERIALS FOR RFQ – CVG Global Logistics Park - Enabling Work Design Project

BACKGROUND

The Kenton County Airport Board (“KCAB”) will receive Statements of Qualifications (SOQ) for a consultant to perform Civil Site Design Services for a future Global Logistics Park (GLP) complex, at the Cincinnati/Northern Kentucky International Airport (“CVG”).

Several studies of the Global Logistics Park (North Cargo Area) provided CVG leadership with potential designs for expanding air cargo support facilities on this site on the CVG Campus.

Additional analysis is needed to determine what enabling projects are needed to accommodate future air cargo buildings and support facilities. Enabling project designs will identify the needs for air cargo facilities supporting four types of carrier activity; integrated express (FedEx), freighters (Silkway, CargoLux, etc.), freight forwarders, and passenger airline "belly" cargo. (See Exhibit 1).

Global Logistics Park

Design of enabling projects within the GLP will prioritize specific improvements needed to accommodate air cargo facility development. Enabling work will include analysis of grading, roadway corridors, utility corridors and connectivity, storm drains, vehicle parking, and aircraft parking. Incorporating analysis from the utilities master plan is warranted since this area was originally developed in the 1950s, 60s and 70s. Six aging air cargo and postal buildings have been demolitioned in this site and vacant lots are now available for future cargo development.

Additionally, four rental car buildings have been demolished, making additional space for cargo facilities. Relocating structures to make room for cargo buildings, such as the CVG Sign Shop, as well as parking areas, such as the Cell Phone Lot, will be included in the analysis. In addition, critical aircraft apron space along the flight line between the new F&F building northward to the CVG North ARFF building requires further study to identify optimal locations for air cargo buildings.

Based on recent market assessments and planning initiatives, KCAB has developed a multi-phase approach to adding air cargo facility space on the airport, specifically on the area known as the GLP.

This approach is comprised of:

1. Development of an on-airport air cargo building complex on CVG owned land with connectivity to CVG aeronautical system (airside) as well as land-side, air cargo related support facilities.

2. Development of cargo aircraft hard-stands

3. Development of supporting taxi-lanes and vehicle service roads (VSR).

4. Analyze the Delta Air Lines Cargo building for maintaining current cargo activity versus complete demolition, partial demolition, or re-purpose.

5. Analyze the feasibility of hydrant fueling on the apron area of the Global Logistics Park

SCOPE OF SERVICES

KCAB is soliciting SOQs from qualified firms to design up to the 30% level of effort the GLP with aircraft apron, taxi-lanes, cargo building(s) area, utilities connectivity, demolition of the CVG Sign Shop, demolition of rental car support buildings, and the design of support facilities such as air cargo related parking areas, lighting, and roadways. The GLP site is divided into three phases and are illustrated in the conceptual drawings below.

Design is to be based on Parcels 1 and 2, as shown in Exhibit 2, which includes Loomis Road improvements as well as analysis of the Delta Air Lines Cargo Building. The design is to also include a new North Area apron connecting to Taxiway E, Vehicle Service Roads and employee and truck parking. Parcel 2 will be noted as land use and access roads reserved for future air cargo (freight forwarder) or related support activities.

Development Goals

1. Design to the 30% level of detail a GLP complex that provides grading analysis for facility development, taxiway connectivity, aircraft apron parking, a suitable air cargo building(s) construction site, automobile and truck parking, roadway access and utility rights-of-way;

2. Design the GLP site that fully considers security, safety, and service;

3. Design to accommodate the operating needs of future tenants in a cost effective, efficient environment;

4. Design the GLP site to meet CVG sustainability goals.

5. Analyze and identify best use of the Delta Air Lines-Air Cargo Building, including consideration of demolishing the structure (all or in part.)

CVG Global Logistics Park - Enabling Work ~ 30% Design

Provide a 30% design for two sites (the first being the Parcel 1 Site and the second being the Parcel 2 Site) including all infrastructure, utilities, taxiway design, siting proxy-air cargo buildings, and construction project prioritization, so that air cargo partners can have an investment-ready site.

Provide access design for roadways to both sites; provide taxilane/apron access design to Parcel 1.

Project tasks are to include:

• Geotechnical Investigation – Geotechnical research for roads, apron, building foundation and stormwater drainage are to be included in the 30% design.

• Roadway Access Design

• Drainage Design

• Cut and Fill Design including fill source and logistics

• Wastewater System Design,

• Broadband/Internet System Design

• Electric & Gas System Design

• Site Mass Grading Plan

• Taxiway E Connector Design

• Environmental Compliance

• Preservation of select existing buildings and/or repurposing buildings

• Construction Cost Estimate with any Add Alternatives

• Add Alternate: Design hydrant fueling system to support air cargo aircraft (contingent on

Project Details

Topography – Parcel 1 includes aircraft apron on the west at an elevation of 860 feet. The elevation overall declines toward the east, descending approximately 20 feet to the western edge of Loomis Road. (See Exhibit 3). If the aircraft apron were to have an eastward extension to Loomis Road, significant amount of fill will be required. This design may also require a retaining wall parallel to Loomis Road. (See Exhibit 4.)

Parcel 2 is comprised of vacant rental car service centers (National, Enterprise and Budget buildings demolitioned in 2024), as well as two occupied service centers (Avis and Hertz). The Parcel 2 site slopes downhill to the north. Both Parcels 1 and 2 are in the Elijah Creek drainage basin.

Existing Structures – Parcel 1 has three existing buildings. Four acres of property is being leased by F&F LLC and is currently under construction. The F&F building is an 80,000 square-foot cargo facility with airside access to handle current and future general air freight needs. The facility will include cargo processing space, associated mezzanine offices, and a minimum of 18 truck docks.

The site is expected to be complete in early 2025. In 2019, AeroTerm completed construction of a 50,400-square-foot, airside cargo facility at CVG (Exhibit 5). The building, with a 24′-0″ clear height, accommodates cargo, ground support equipment and other terminal support users, such as flight kitchens and commissaries. FedEx Express occupies the greatest amount of space. AeroTerm has the option to expand by 120,000 square feet to the north in future phases. This facility has an adjacent apron of 120 feet in depth capable of accommodating five Boeing 747-8 aircraft. This facility makes up the first phase in the ultimate development of an air cargo campus in the north cargo area.

CVG Sign Shop is located along the flight line in a 13,000 square foot structure. This building was built in 1976 and originally served as CVG’s Air Rescue Fire Fighting (ARFF) facility. CVGAA staff are considering relocating the Sign Shop (Exhibit 6) to a new location to allow for demolition of the existing structure to make room for future air cargo activity.

Exhibit 6 – CVG Sign Shop

Parcel 2 has two remaining rental car tenants, Avis and Hertz, which have several buildings and canopies. These facilities will be relocated to a new rental car maintenance complex located on Loomis Road to the west across from the ValuPark lot. It is important to point out that CVGAA will be using the northern portion of Parcel 2 as a construction lay-down area and worker parking area from 2025 to 2030 as part of the Terminal Modernization Program.

Demolitions – Four Cargo Buildings were demolished in 2014 to prepare the site for air cargo facilities. The original KCAB Cargo Building (American Airlines and TWA cargo building), built in 1947, was demolitioned in 2022 and is the site for the new F&F Air Cargo Building. The Emery Building, PanCo building and a decommissioned USPS building were also demolitioned in 2022.

Delta Air Lines Air Cargo Building - The Delta Air Cargo Building (#27 on the Master Plan) is located northeast of the passenger terminal area, just west of the Runway 18L runway protection zone (Exhibit 7). It is not located within the GLP. The building currently supports Delta Air Lines cargo operations and is approximately 103,000 square feet. It was constructed in 1989. Three additions were made to the original building over a 10-year period. One addition was an in-fill project to connect two buildings. This design resulted in an unconventional floor plan for an air cargo building. Delta’s ownership ends at the end of 2025 at which point the building becomes CVGAA ownership.
