About this file

This document is a Cargo and Logistics Conceptual Planning report prepared by Landrum & Brown for the Cincinnati/Northern Kentucky International Airport (CVG) in December 2014. The report outlines strategic planning for cargo facilities and infrastructure, focusing on potential development options for the airport's cargo complex and a proposed logistics park. The study segments forecasts into three categories: FedEx, Delta, and Other Airlines (OAL), projecting flat growth of around 33,000 annual tons over the next 20 years. The analysis includes four development options for the North Area, each varying in the number and configuration of cargo facilities, forwarder spaces, and potential FedEx sort facility relocation.

The report recommends pursuing Option 3, which involves relocating Loomis Road and creating the most desirable operating scenario for FedEx, with a fallback to Option 2 if FedEx does not support the plan. The conceptual layout includes eight cargo buildings totaling 496,000 square feet and aircraft parking for nine Code F aircraft. The forecast does not account for potential growth from proactive marketing and attractive facilities, and the recommended approach is to double the projected non-DHL forecast to ensure adequate capacity. Additionally, a southern logistics park is proposed, with a conceptual layout allowing for approximately 400,000 square feet of manufacturing/logistics facilities and a retail center, to be evaluated through a Request for Proposal (RFP) process.

CARGO AND LOGISTICS – CONCEPTUAL PLANNING

CINCINNATI/NORTHERN KENTUCKY INTERNATIONAL AIRPORT

December 2014

CINCINNATI/NORTHERN KENTUCKY

INTERNATIONAL AIRPORT

We have completed the conceptual layout plans for the on-airport cargo complex and for the southern logistics park. We have factored in the inputs of Delta, Airborne Express, and FedEx as well as the information provided by CVG senior staff on other carriers, to better understand the operating context and potential growth requirements of those potential primary tenants. This information was weighed against an analysis of current trends and integrated with a review and update of the long-term cargo forecast. This facilitated an assessment of potential demand for cargo facilities and infrastructure over the next twenty years. The DHL operations were not included in the planning analytics.

The forecast itself indicated relatively flat growth for the passenger carriers and for FedEx. However there are facility utilization issues for both. Delta has more capacity than they need, and FedEx is operating in a facility that is both dated and without proximate aircraft parking.

Primary Forecast Conclusions

The key considerations from the forecast are summarized below.

1. DHL was not included (for physical planning purposes) in the forecast.

2. The forecast was segmented into three categories:

FedEx

Delta

OAL (Other Airlines)

3. The forecast (based on performance) for all categories over the next

20 years is that growth will be flat with a total volume of around 33,000 annual tons.

4. FedEx will have approximately 2/3 of the volume (about 23,500 tons) without any changes to their operating circumstances. Delta will be around 7,000 tons.

5. The forecast does not consider the possible increase in activity that could be generated by proactive marketing and facilities and infrastructure that would prove attractive to the marketplace. This includes the development of a logistics park.

6. Given current levels of growth, total cargo volumes at CVG (including DHL) will reach 1,000,000 tons in 2024.

7. For physical planning purposes, we recommend that the projected non-DHL forecast be doubled to ensure adequate capacity.

Landrum & Brown Page 2

December 2014

8. The building footprint requirement based on the forecast for FedEx is approximately 15,000 sf. This includes the warehouse, a 10% allocation for office, a 10% allocation for screening and security, and a 5% allocation for storage. The warehouse requirement is based on a throughput assumption of two tons per square foot. (Separate meetings with FedEx and Delta were held to refine assumptions and identify other relevant planning considerations.

9. The building footprint requirement based on the forecast for Delta and the OAL is approximately 12,500 sf. This includes the warehouse, a 10% allocation for office, a 10% allocation for screening and security, and a 5% allocation for storage. The warehouse requirement is based on a conservative throughput assumption of one ton per square foot.

Carrier Discussions

In a phone conversation, ABX indicated they do not want to lease space but would use a cargo facility with adjacent ramp to bring in freighters on an unscheduled basis. The lack of ramp was the key factor in not utilizing the Airport to date.

The probability is that Delta would handle them and this would help justify expanded capacity in a belly cargo building.

Polar Air Cargo did not return any calls or emails. Indications from airport staff are that the carrier is looking for about 50,000 to 75,000 sq. ft. of cargo space, but they don’t necessarily need airside access. (Tonnage volumes for Polar were considered to be within the DHL operation and not included in the forecast).

Separate phone conferences were held with FedEx and Delta in which L&B indicated that the conversation was on behalf of CVG to identify FedEx’s physical requirements and factor them into the conceptual planning of a redeveloped cargo complex that would house FedEx, Delta, and other carriers as appropriate. It was stressed that nothing was predetermined.

The discussions essentially revolved around an initial conceptual layout for the site

(approved by the Airport as appropriate for discussion purposes) which is depicted in Figure 1 on the next page. This layout includes eight cargo buildings (496,000 sf), and aircraft parking for nine Code F aircraft. The point was made that the buildings could be reconfigured or in some instances combined to respond to stakeholder operating and physical requirements.

The three buildings with direct airside access totaled 235,000 sf and were located west and north of the terminal.

The remaining five buildings were designed to accommodate freight forwarders, customs brokers, or shippers and could be reconfigured with the only constraints being locked in roadway infrastructure and Part 77.

Landrum & Brown Page 3

December 2014

Figure 1: Initial Conceptual Layout

Several key points were made:

1. The Airport was evaluating options to use part of the site for MRO operations which would reduce the overall cargo capacity.

2. The belly cargo elements of the CVG operation will require proximity as close as possible to the passenger terminal to minimize tug time.

3. The integrator operations would be positioned as close to public access roads as possible.

4. The facilities would have proximate ramp to facilitate handling their own freighters or aircraft on a charter basis.

5. With FedEx it was indicated that it would be physically possible to accommodate the FedEx sort facility currently located off-airport on the site, if it made sense from an operating and financial perspective.

(FedEx responded that it could not comment on that.)

Landrum & Brown Page 4

FedEx Requirements

FedEx is interested in a new or redeveloped facility at CVG. The estimated size requirement is between 20,000 and 25,000 sf. This would include about

5,000 sf of office.

They are willing to be located in a multi-tenant building provided appropriate separations and security are in place.

One of the keys to the FedEx operation is to have the facility developed with direct airside access, The building depth ideally would be between 100 and 120 feet. That will provide sufficient length for six to eight truck bays.

The truck court should be sized to accommodate the maneuvering of a 53-foot tractor trailer. 120 foot depth would be sufficient.

Landside planning should allow for truck staging to ensure access roads are free.

There are currently about 70 employees and they anticipate a need for 100 employee parking positions

They require parking for three aircraft – two 757’s and an MD 11

FedEx prefers the northernmost position available in the site to minimize connecting time to the highway system: this make site A the preferred location.

The existing sort facility is off-airport and is approximately 115,000 sf on a five acre lot.

There is also interest in having 5,000 sf available for maintenance.

Delta Requirements

Delta is interested in downsizing from their existing 75,000 sf facility to 25,000 to 35,000 sf of warehouse which would allow them to continue to self-handle as well as insource cargo handling if the opportunity presents itself. Their primary considerations are that any new facility will provide for a cooler with at least

1,000 sf and that the landside accommodates minimally four truck docks and two drive-up doors. These requirements are easily accommodated in the potential building layouts.

Landrum & Brown Page 5

Other Relevant Considerations

Based on an internal review, CVG indicated that the drawings include provisions for an MRO. The potential inclusion of a high-end FBO was at least for the interim deleted.

Part 77 constraints were reviewed and all planning to include tail heights of

Code F aircraft were factored into the layouts.

The locations of potential deicing pads were determined based on the Master Plan and accounted for in the planning.

The amount of aircraft apron that can be provided for cargo aircraft could assist the Airport with demand for RON parking.

All landside operations separate truck and automobile parking.

All cargo facilities have staging areas for trucks.

The Development Options

For the on airport cargo complex, there are five graphics attached. All of the development options include an MRO operation and three facilities with airside access – a belly cargo building, a freighter facility, and a FedEx facility. The layouts also provide for a potential 25,000 sf FedEx expansion (which is not included in the square footage summaries). The size and location of these facilities are constant throughout. All options also include a small retail/office complex.

The Development Options contain an inset that includes different airside, landside, and building capacities.

Attachments

1. Existing Site and Phasing – Indicates existing infrastructure and recommended phasing for future development.

2. Dimensions Overview – Indicates the dimensions and separations for the facilities and infrastructure impacted by airside separations and/or Part 77.

3. Development Option 1 – Includes a potential relocation of the off-airport FedEx sort facility as well as four freight forwarder facilities.

4. Development Option 2 – Includes six freight forwarder facilities.

5. Development Option 3 – Relocates Loomis Rd. This enables the relocation of the FedEx sort facility directly across from the airside operation, as well as four freight forwarder facilities.

6. Development Option 4 – Relocates Loomis Rd and facilitates the inclusion of eight freight forwarder facilities.

7. Logistics Park – Indicates a potential development of 400,000 sf of manufacturing facilities south of DHL.

8. Overview of Development Sites – Shows the locations of the cargo complex, terminal, logistics park, and DHL facilities and the travel times among them.

Landrum & Brown Page 6

December 2014

It is important to note that the depth of the FedEx facility exceeds the carrier’s preference -120 feet as opposed to 150 feet. There are no issues with adjusting this depth to the FedEx requirement except that it will lengthen the building and reduce long-term capacity.

The Logistics Park Development

A Conceptual layout for the logistics park development is included. It provides for approximately 400,000 square feet of manufacturing/logistics facilities plus a retail center. Additionally, the roadways lead to separate truck and automobile parking, and all facilities have staging areas for trucks to prevent congestion. An additional graphic has been provided which shows an overview of the positions of the cargo complex, the existing cargo facilities, and the connecting roadways.

Discussion and Recommendations

Based on stakeholder input there appears to be a very real, if not urgent, requirement for a reconfigured cargo complex. FedEx has already expressed an interest in a new facility, and Delta would prefer to move into a smaller building.

Airborne has indicated that the presence of adjacent aircraft apron would enable to bring in charters on a selective basis, and Polar has indicated a desire for 50,000 to

75,000 sf. In combination this indicated needs can be met with any of the options.

Theoretically the facilities with airside access are to meet demand: since they would not be built “on spec,” a case can be made for a successful RFP for third party development. This process would intensify the due diligence efforts on the development with no additional cost to the Airport and potentially attract additional tenants.

The potential attractiveness of the FedEx sort operation being on the Airport is demonstrated by the layouts. The proximity of the air and ground operations would produce savings in time and costs for the carrier. This option was mentioned but not discussed with FedEx and no assumptions should be made with regard to its viability. However, from a marketing perspective, this location could also help fill the other “forwarder” facilities in the complex – if not with forwarders, then with shippers. The desirability of this potential build-up and resultant increases in tonnage handled, ground rentals, and regional jobs should be considered in putting together a negotiating strategy for FedEx.

Additionally the inclusion of the larger FedEx facility would further enhance the attractiveness of the development to the private sector. From this perspective

Options 1 and 3 would be most desirable. Option 3 involves the relocation of

Loomis Rd. but creates the most desirable operating scenario for FedEx and in theory the entire complex should FedEx wish to pursue this alternative. Options 2 and 4 provide for greater square footage for forwarders. However, Option 4 requires relocation of Loomis Road and the potential increase in revenues from the additional buildings that the Option enables, may not be worth the expense.

Landrum & Brown Page 7

December 2014

Our recommendation with regard to the Cargo Complex is that the Airport first pursue Option 3 with a fallback in the absence of FedEx support, of

Option 2.

It should also be noted that a solicitation process should enable third party developers to utilize flexibility in the allocation of property in meeting service and revenue targets. The selected Option should therefore be utilized as a guide rather than a solid blueprint for development.

The viability of the logistics park to the south can and should be evaluated through the issuance of an RFP for development. The conceptual layout allows for 400,000 sf of development. As with the cargo complex, a private developer through its due diligence may identify other more appropriate sizing and configuration.
