About this opportunity

The City of Austin is requesting proposals for residential and commercial plumbing services under RFP 2200 MLJ3013, with proposals due November 5, 2026, at 2:00 p.m. CT and a non-mandatory pre-offer conference on October 19, 2026, at 9:00 a.m. via Microsoft Teams.

The scope encompasses four service areas: grease interceptor installation and replacement for small food service establishments; galvanized line replacement for approximately 780 residential properties with potential lead exposure; wastewater plumbing repairs for privately-owned sewer infrastructure; and customer assistance leak mitigation (CALM) for essential repairs in single-family homes. The City intends to award one or more contracts across these program areas. Projects estimated at $3,000 or more will be assigned through competitive RFQ processes with minimum three working days for response; projects under $3,000 will be distributed rotationally among awarded contractors. No award guarantees a minimum volume of work or dollar amount.

Contractors must hold current Texas State Board of Plumbing Examiners licensure, pass annual criminal background checks with fingerprinting, and demonstrate minimum five years of recent residential or commercial plumbing experience. All employees must complete required training and licensing prior to onsite performance. Contractors must maintain a full-time business address with 24/7/365 telephone dispatch capability, designate a single point of contact with full decision-making authority, provide a one-year minimum warranty on parts and labor, and deliver all plumbing materials and fixtures to EPA WaterSense certification standards and 2024 Uniform Plumbing Code compliance. Work scheduling is limited to 8:00 a.m. to 5:00 p.m., Monday through Friday, unless mutually agreed otherwise in writing. Invoices must be submitted within three business days with detailed descriptions of repairs, actual labor hours, materials, quantities, and unit prices.

The initial contract term is twenty-four months with up to three additional twelve-month extension options at the City's sole discretion. Contractors must maintain holdover capabilities for up to 180 calendar days following contract expiration. Evaluation criteria are offeror experience and organizational capacity (25 points), project concept and service delivery strategy (25 points), project management structure and contract administration (18 points), price (15 points), and references (5 points). Local-business preference awards up to 6 points to businesses with headquarters in the Austin-Round Rock-San Marcos MSA; small-business preference awards up to 6 points. No MBE/WBE subcontracting goals are assigned due to insufficient subcontracting opportunities, but use of certified small business subcontractors is encouraged. Fixed pricing applies to non-specified items based on percentage markup over contractor cost, with annual price adjustments after the first twelve months capped at 25 percent per line item. Contractors must provide living wage certifications at $22.15 per hour minimum and complete wage theft training within 30 days of award. Comprehensive insurance is required, including workers' compensation, commercial general liability, and business automobile liability with minimum limits of $500,000. Written questions are due October 23, 2026, at 5:00 p.m. CT. All offers remain valid for 180 calendar days from closing. Payment terms are net 30 calendar days from invoice receipt.
