About this opportunity

The City of St. Cloud, Florida is soliciting bids for custodial services at multiple city facilities under ITB No. 2026-142, with proposals due November 19, 2026. The contract calls for a single contractor to provide comprehensive custodial services — general cleaning, maintenance, and sanitation — across specified city-designated locations on defined schedules.

The initial contract term is three years with options to extend for two additional one-year periods upon mutual agreement. The contractor must obtain written authorization from the City Manager or designee before commencing work and must comply with all applicable laws and professional standards.

Performance requirements include maintaining established cleanliness, waste management, and facility upkeep standards across multiple municipal buildings. Specific facility locations and service schedules are detailed in Attachment B (Detailed Scope of Work). Evaluation criteria encompass cost, contractor experience, staffing qualifications, equipment capabilities, and compliance with municipal standards.

The contractor must maintain comprehensive insurance coverage including general liability with minimum limits of $1 million per occurrence and $2 million aggregate, workers' compensation insurance in compliance with Florida law, and must designate the City as an additional insured on all policies. All employees must comply with Florida's E-Verify requirements. Compensation is subject to Florida Statute Section 218.70 (Prompt Payment Act), with the City's preferred payment method being electronic funds transfer or P-card. The contractor must provide valid invoices upon completion of work. The City reserves the right to terminate without cause upon 30 days' written notice; the contractor may terminate with 90 days' written notice.
