About this opportunity

The State of Maine, specifically the Department of Administrative and Financial Services, is seeking a custodial services contractor for the Maine Revenue Services facility located at 135 Presumpscot Street in Portland. This Request for Quotation (RFQ 18A 251216-141) covers comprehensive custodial services for approximately 5,150 square feet of office space, with work scheduled twice weekly on Tuesdays and Fridays between 9:00 AM and 4:00 PM. Required services include daily cleaning of common touch areas, restroom sanitation, waste removal, carpet vacuuming, floor care, window washing, and periodic deep cleaning tasks occurring monthly, quarterly, and semi-annually. The contract term runs from January 1, 2026, through December 31, 2026, with four optional one-year renewal periods potentially extending through December 31, 2030. A pre-bid facility tour is scheduled for Monday, December 22, 2025, at 10:30 AM, and quotations are due by Monday, December 29, 2025, at 4:00 PM Eastern Standard Time through the State of Maine's Advantage Vendor Self Service system. Bids will be evaluated on a best value basis, focusing on the lowest-priced qualified bidder with fair and reasonable costs.

This procurement is exclusively restricted to certified Work Centers as defined in 5 MRSA 1826-B.2, with only pre-approved Work Centers eligible to submit proposals. The previous contractor was Goodwill Industries, NNE, who received an annual calculated amount of $13,236.00. Contractors must provide their own commercial-grade equipment, including HEPA-filter vacuums, carpet cleaning equipment with minimum 50 PSI capability, and floor buffers. All personnel are subject to background checks and fingerprinting, with the State providing up to four background checks at no cost during the initial period. Contractors must maintain comprehensive insurance coverage, including Workers' Compensation, Commercial General Liability of $300,000 per occurrence, and Automobile Liability of $300,000 per occurrence. The State will provide basic supplies like paper towels, toilet paper, and hand soap, while the contractor is responsible for all other cleaning supplies and materials. Payment terms are net 30, with potential deductions for missed or incomplete services, and the contract includes provisions for potential termination with thirty days' notice if the facility lease is not negotiated or terminated.
