About this opportunity

The Colorado State Patrol is soliciting a sole-source contract with Total Traffic and Weather Network (TTWN), a subsidiary of iHeartMedia, for live radio announcements delivering driving behavior modification messaging, with proposals due October 27, 2026. The procurement is restricted to TTWN based on its proprietary reporting infrastructure, exclusive affiliate relationships, and unique distribution capabilities that the CSP determined cannot be replicated by alternative vendors.

The scope covers two federally-funded campaigns: a Distracted Driving campaign running January through April 2027, and a DUI prevention campaign (Making a Plan to Avoid a DUI) running May through August 2027. Messaging targets rush hour audiences across Colorado's front range from Fort Collins through Pueblo and Grand Junction. TTWN syndicates traffic and weather reports to approximately 3,000 radio affiliates, enabling real-time content adjustment and extensive market reach. The contract includes multiple spots, different time slots, sponsorships, and bonus airings.

The total estimated contract value is $120,000, comprised of two equal $60,000 campaigns. The contract period spans October 1, 2026, through September 30, 2027. The CSP has procured similar advertising services from TTWN approximately four times annually over the past two years. Price reasonableness was determined through comparison of local radio market rates in Denver, Grand Junction, Durango, and Colorado Springs; the CSP found TTWN's package pricing provides better value than individual station purchases.

The procurement is posted on Colorado's electronic procurement system (VSS) under NPSS1 number RBAA 2027*0071. Matt Erskine, Director of Purchasing, is the purchasing agent. Sole-source approval authority rests with the EDO Purchasing Director. The sole-source justification document is Form 24-103-205, C.R.S.
