About this file

This is a Sole Source Procurement Request (Form 24-103-205, C.R.S.) submitted by the Colorado State Patrol (CSP) requesting approval to procure live radio announcements from Total Traffic and Weather Network (TTWN), a subsidiary of iHeartMedia. The CSP seeks to contract with TTWN to deliver real-time driving behavior modification messaging through radio announcements targeting rush hour audiences across Colorado's front range, from Fort Collins through Pueblo, and Grand Junction. The procurement covers two separate federally-funded campaigns: a Distracted Driving campaign running January through April 2027, and a DUI prevention campaign (Making a Plan to Avoid a DUI) running May through August 2027. TTWN syndicates traffic and weather reports to approximately 3,000 radio affiliates, providing extensive market reach and the ability to adjust messaging to fit desired behavior change objectives. The contract period spans October 1, 2026, through September 30, 2027, with the CSP having procured similar smaller advertising services from this vendor approximately four times annually over the past two years.

The total estimated contract value is $120,000, comprised of two equal campaigns of $60,000 each. The CSP determined price reasonableness through comparison of local radio market rates in Denver, Grand Junction, Durango, and Colorado Springs, noting that TTWN's package pricing for multiple spots, different time slots, and sponsorships—including bonus airings—provides better value than individual station purchases. The sole source justification centers on TTWN's proprietary reporting infrastructure, exclusive affiliate relationships, and unique distribution capabilities that cannot be replicated by alternative vendors, specifically highlighting the combination of traffic and weather content, market coverage, broadcast integration, and sponsorship opportunities. The procurement was posted on the electronic procurement system (VSS) under NPSS1 number RBAA 2027*0071. Director of Purchasing Matt Erskine is identified as the purchasing agent, with approval authority resting with the EDO Purchasing Director.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

Procured Goods Response: We have entered into numerous smaller ad purchases (average 4 a year) using total traffic and weather reports to reach markets from Ft. Collins through Pueblo as well as Grand Junction.
Description of Goods/Services: We would be procuring live radio announcements to curb real-time negative driving behavior. This provider has unique programming that targets the audience during rush hour drive times, allowing for an immediate call to action for educational messaging (Total Traffic and Weather Network (TTWN), traffic updates). Total Traffic and Weather Network (TTWN) is a subsidiary of iHeart. TTWN syndicates its reports to 3,000 radio affiliates. These stations target the most populous areas of Colorado and hit key audiences to traffic safety messages to reduce or prevent fatalities. This service is provided to radio stations across the front range from Ft Collins through Pueblo, and Grand Junction, offering extensive reach. There would be bonus PSAs available and the ability to adjust the message to fit the desired behavior change.

This sole source agreement would be for two separate campaigns at different times of the year focusing on the topics of Distracted Driving and Making a Plan to Avoid a DUI. These campaigns are both funded by two, separate federal grants. The Distracted Driving campaign would run from January - April, 2027. The DUI campaign would run from May - August, 2027.

Each campaign with Total Traffic and Weather Network would equal $60,000. So the total amount for the sole source agreement is $120,000.

Description of Goods/Services #2:
Start Date: 10/1/26
End Date: 9/30/27
G3 Text Bpx:
G1 Text Bpx: If this request is NOT approved, this would be more expensive and more challenging to reach the the number of drivers exposed to TTWN. It is possible that multiple contacts would be needed to ensure pairing with any type of traffic or weather report and we would have to reduce the number of communities messaging was provided.
F1 Text Bpx: Total Traffic & Weather Network (TTWN) is a sole-source provider of real-time traffic, weather, transit, and news reporting content distributed across radio, digital, and connected platforms. TTWN maintains proprietary reporting infrastructure, exclusive affiliate relationships, and a nationwide network of traffic and weather resources that cannot be replicated by another vendor in the same manner or with the same distribution capabilities.

The requested services are available exclusively through Total Traffic & Weather Network and cannot be procured through an authorized reseller or alternative provider. TTWN's content, talent, reporting network, and affiliated broadcast distribution rights are unique and proprietary. No other source can provide the same combination of traffic and weather content, market coverage, broadcast integration, and sponsorship opportunities associated with TTWN programming and platforms.

E4 Text Box: Researching and using various sources of local radio in metro Denver, Grand Junction, Durango and Colorado Springs, ad rates vary by station, time of year, time of day, length of the ad, frequency and location. Denver is a much higher rate than Breckenridge. Total Traffic and Weather Network offers a very large service area through Total Traffic messaging and are focused on high volume traffic times (rush hours). These ads can be offered through a a better rate by purchasing packages that include multiple spots, different time slots, or sponsorships. This does not include bonus airings, thereby increasing the value even more.
