About this opportunity

Harris Health (Harris County Hospital District) is soliciting Competitive Sealed Proposals for a loading dock expansion at Ben Taub Hospital, with proposals due June 29, 2026 at 2:00 p.m. CDT and a mandatory pre-proposal conference and site visit on June 8, 2026 at 10:00 a.m. CST. Harris Health has established a 23% Minority- and Woman-Owned Business Enterprise (M/WBE) utilization goal; bidders must meet or exceed this goal or demonstrate Good Faith Efforts in soliciting M/WBEs and provide the required M/WBE Utilization Plan, Commitment Form, and Letters of Intent for each proposed certified M/WBE subcontractor prior to bid submission. Certified M/WBEs must maintain a Significant Local Presence—either a location in Harris, Fort Bend, Montgomery, Brazoria, or Galveston Counties, Texas, or at least three prior contracts or subcontracts in these counties within the past three years. Harris Health accepts certifications from the City of Houston, Texas HUB, DBE (Texas Unified Certification Program), and SBA 8(a).

The scope is a loading dock expansion with associated alterations to interior and exterior infrastructure, mechanical systems (fire suppression, plumbing, HVAC), electrical systems, communications infrastructure, and electronic safety/security systems at 1504 Ben Taub Loop, Houston, Texas 77030. The contractor must furnish all personnel, labor, materials, equipment, and incidentals. Key performance requirements include submission of a preliminary construction schedule within 10 days and a complete Master Project Schedule within 15 days of agreement, with a minimum 15% total float and a Substantial Completion target of 540 calendar days from Notice to Proceed (including 54 calendar days of built-in weather allowance). Liquidated damages are $750 per day for delays beyond the completion date. All work must comply with prevailing wage requirements under Texas Government Code Chapter 2258, with weekly certified payroll submissions required; penalties are $60 per worker per calendar day for underpayment. Workers performing licensed trades must carry proper licenses; apprentices may be employed only if certified through a Bureau of Apprenticeship and Training program recognized by the U.S. Department of Labor. Harris Health's skilled trade protection policy requires a minimum wage of either $15 per hour or the Davis-Bacon Act wage rate (whichever is higher), completion of at least 10% of total project hours by apprentices enrolled in or graduated from approved programs, and implementation of OSHA safety training and employer safety records tracking for all workers.

The estimated contract value is $2.5 million. The contract is structured as a single prime agreement using AIA A101-2017 standard forms with a stipulated price. Award will be made to the responsible vendor offering the best evaluated proposal based on weighted criteria: Qualifications, Safety, and Past Performance (30%), Technical Approach and Methodology (20%), and Pricing (50%). Board of Trustees approval is anticipated August 12, 2026.

Bidders must submit a bid bond or cashier's check equal to 5% of the total bid amount and provide a 100% Performance and Payment Bond from an A.M. Best A-VII rated surety. A Rolling Owner Controlled Insurance Program (ROCIP) administered by Alliant Insurance Services is mandatory for all eligible contractors and subcontractors; enrolled parties must exclude ROCIP insurance costs from bids. Excluded parties (architects, engineers, vendors, suppliers, hazmat contractors, and purely off-site fabricators) must procure their own insurance with limits of $1 million commercial general liability per occurrence / $2 million aggregate, $1 million commercial automobile liability, and $5 million umbrella/excess. All work is subject to Harris Health's Facilities Engineering Policies including Hot Work Permits (24-hour advance notice required for work after 3:00 p.m. weekdays or weekends), pre-construction risk assessments, infection control risk assessments, and mandatory training at Harris Health's Learning and Resource Center before badge issuance. The project operates with owner occupancy planned at substantial completion; the contractor must accommodate ongoing hospital operations and coordinate with multiple parties including separate contractors.

Questions are due June 12, 2026. The CSP was released May 22, 2026 and posted on Bonfire at harriscountytx.bonfirehub.com. All submittals including requests for information, shop drawings, and contract modifications must be submitted electronically through Newforma project management software. Bidders must complete a Tax Residence Certification and Form 1295 (Certificate of Interested Parties) prior to proposal submission. All toll and parking fees incurred during contract performance are the vendor's responsibility. Payment terms are Net 30 from invoice approval by Harris Health.
