All work must comply with AWWA standards, ANSI specifications, ASME codes, NSF 61 certification requirements, and FDOT Standard Specifications. The contractor must submit a 5% bid bond or certified check, maintain comprehensive general liability insurance of $1,000,000 per occurrence/$2,000,000 aggregate, $1,000,000 business automobile liability coverage, $2,000,000/$5,000,000 umbrella coverage, statutory workers' compensation, and builder's risk insurance at full replacement value. Key deadlines include the mandatory pre-bid conference and site visit on February 18, 2025, at 10:00 AM EST at Cypress Creek Pump Station; inquiry deadline of February 27, 2026, at 5:00 PM EST; bid submission deadline of March 6, 2026, at 5:00 PM EST; and public bid opening on March 17, 2026, at 2:30 PM EDT. The contract term specifies a maximum 14-calendar-day well collection main out-of-service period, 378 calendar days to achieve substantial completion, and 427 calendar days for final completion from issuance of the Notice to Proceed, with liquidated damages assessed at $2,000 per day for exceeding the out-of-service period, $1,000 per day for delays beyond substantial completion, and $500 per day for delays beyond final completion.

The contractor must retain 51% of labor work with its own employees, and any subcontractors receiving contracts exceeding 2% of the total bid price must be listed and approved by Tampa Bay Water. Wade Trim, Inc., serves as the Engineer providing project oversight, design coordination, and construction monitoring, and the contractor must coordinate with Wade Trim staff at least two weeks in advance for all planned outages and shutdowns. The estimated construction budget is $2,700,000, with an owner's allowance of $246,000 not included in the price form; the contract price shall be adjusted for unit price work based on actual quantities installed, with quantity adjustments exceeding 25% subject to equitable price adjustment. The project requires integration with Tampa Bay Water's existing transmission main infrastructure, connection to the existing transmission main system, and coordination with FDOT roadway expansion activities under FDOT Project No. 256334-3-52-01, with FDOT absorbing the cost of removing grouted out-of-service pipe during roadway construction.
