Cross Bar Ranch Wellfield Water Transmission Main - Utility Conflict Project

This specification document, issued by Tampa Bay Water for Project No. 07153, outlines the complete technical requirements for constructing approximately 500 linear feet of 60-inch diameter cement-mortar-lined and polyurethane-coated welded steel pipe to replace an existing raw water transmission main crossing State Road 52. The project employs both open-cut and microtunneling installation methods to address utility conflicts at the roadway crossing. The contractor must furnish all materials, labor, tools, equipment, and incidentals necessary for complete construction, including pipe fabrication, field welding, testing, disinfection, and cathodic protection system installation. Substantial completion and final completion dates are specified in the contract documents, with the contractor responsible for maintaining construction schedules and providing monthly progress reports. The specification requires submission of detailed shop drawings, quality control plans, material certifications, welding procedures, and welder qualifications prior to fabrication and installation. The contractor must also coordinate with Tampa Bay Water staff at least two weeks in advance for all planned outages and shutdowns, particularly for the critical 14-day maximum limitation on removing the existing 60-inch well collection main from service.

Compensation is structured as a unit-price bid with separate line items for general conditions and bonding (limited to 2 percent of bid subtotal), mobilization and demobilization (not to exceed 5 percent), and installation of pipe by open-cut and microtunneling methods, fittings, valves, air release valves, butterfly valves, cathodic protection systems, sod restoration, and pipe removal or grouting. The contractor bears all costs for testing, inspections, materials, equipment, permits, insurance, and specialized subcontractors for microtunneling and other specialized work. The project requires compliance with AWWA standards, ANSI specifications, ASME codes, and NSF 61 certification for materials contacting potable water. The contractor must establish and maintain a comprehensive quality control program, provide an independent testing laboratory for materials and compaction verification, and retain a Florida-licensed professional surveyor and engineer for design calculations and field verification. All welding must be performed and certified in accordance with AWS D1.1 standards, with field welds subject to radiographic testing and magnetic particle inspection. The specification emphasizes the contractor's sole responsibility for design adequacy, material selection, installation methods, and warranty of all work until final acceptance.

SECTION 01100

SPECIAL PROJECT PROCEDURES

1.1 PUBLIC NUISANCE

A. The CONTRACTOR shall not create a public nuisance including, but not limited to, encroachment on adjacent lands, odors, flooding of adjacent lands, or excessive noise. It is the CONTRACTOR’s responsibility to adhere to and be aware of local ordinances, and to bear the burden of all such violations.

B. No claims shall be made for time lost or costs incurred due to work stoppage by the OWNER resulting from the creation of a public nuisance.

1.2 SUSPENSION OF WORK DUE TO WEATHER

A. During inclement weather, all WORK which might be damaged or rendered inferior by such weather conditions may be suspended by the OWNER. The orders and decisions of the OWNER as to suspensions shall be final and binding. During suspension of the WORK for any cause, the WORK shall be suitably covered and protected so as to preserve it from injury by the weather or otherwise; and, if the OWNER shall so direct, the rubbish and surplus materials shall be removed. If in the opinion of the OWNER, any component or function of the WORK or materials has been damaged by reason of failure on the part of the CONTRACTOR to so protect the WORK, such WORK and materials shall be removed and replaced with new materials and WORK at no additional cost to the

OWNER.

1.3 TOOLS

A. Any special tools which may be necessary for the adjustment, operation, and maintenance of any equipment shall be furnished by the CONTRACTOR.

1.4 SPECIAL REQUIREMENTS

A. The following requirements shall govern:

1. No additional payment or time extension shall be made for pumping or other difficulties encountered due to groundwater or stormwater or pumping out residual water or wastewater liquids or sludges which may be required to complete the Work.

2. The CONTRACTOR shall, prior to interrupting operations, contact the OWNER and make arrangements for the interruption which shall be satisfactory to the OWNER.

3. All material delivered to the job site shall be properly protected from dirt, dust, Water Transmission Main 01100-2 December 2025 dampness, water, sunlight and any other condition detrimental to the life of the material from the date of delivery to the time that the material is installed and the OWNER assumes responsibility for it in writing.

1.5 SEQUENCE OF CONSTRUCTION

A. The CONTRACTOR shall be responsible to follow the following General sequence of the Work:

4. Set up best management practices for pollution and erosion control for the site.

Establish maintenance of traffic controls.

5. Construct both tunnel shafts, stage microtunnel (MT) equipment and perform microtunnel to set 78-inch steel casing pipe. Snap fit casing pipe joints are acceptable if treated to minimize weep.

6. String 60-inch pipe in MT casing and construct additional 60-inch steel water main in open-cut trench up to both leakage test bulkheads. All new pipe shall have welded, restrained joints. Pipe trenches may be backfilled except at bulkheads.

7. Obtain water from existing 60-inch well collection main to fill and hydrostatically pressure test the new pipeline work. Water can be acquired from the existing 36-inch outlet or a newly tapped service outlet while this main remains in service. Alternatively, the existing main can be removed from service and accessed by cutting a hole in the crown and dropping in a centrifugal pump.

8. Successfully hydrostatically pressure test new pipeline work. Proceed to disinfect the new pipe. Contractor will collect bacteriological samples from each test bulkhead on consecutive days 24-hours apart and to an independent laboratory to provide analysis of samples. Upon receipt of successful laboratory results, grout the annulus of the tunnel with cement slurry and assemble end treatments and test stations. Confirm electrical isolation of casing pipe from carrier pipe.

9. During hydrostatic and disinfection tasks, simultaneously dewater contents of existing 60-inch water main. Analysis of the profile of the pipeline indicates that approximately

1.75 million gallons will require disposal. The existing grassed swale drainage system along State Road 52 should have enough capacity to convey at least 0.5 cubic feet per second or 250 gpm toward Cypress Creek. At this rate it would take approximately 5 days to dewater the pipeline to allow construction of connections to the new pipeline work. Limit well collection main out-of-service period to no more than 14 days.

10. Construct connections. Upon successful certified welding inspection of joints partially backfill trenches to leave the upper 45 degrees of pipe exposed (2 feet wide). Tampa Bay Water will slowly return the main to service. Observe new connection joints under full pressure for 2 hours. Correct any visible leaks. Complete backfilling.

11. Finish and successfully test cathodic protection system. Make repairs as necessary.

12. Complete all surface restoration and demobilize from the site.

1.6 RELOCATIONS

A. The CONTRACTOR shall be responsible for the relocation of structures, including but not limited to light poles, signs, sign poles, fences, piping, conduits and drains that interfere with the positioning of the WORK. The cost of all such relocations shall be included in the PROPOSAL. The CONTRACTOR shall install any test pits required to identify potential

Water Transmission Main 01100-3 December 2025 points of interference.

1.7 SALVAGE

A. OWNER shall be entitled to retain ownership of any existing equipment or material including, but not limited to pipes, fittings, couplings, etc., which are to be removed or replaced as a result of the WORK and identified as such in the Contract Documents.

CONTRACTOR shall carefully remove salvaged equipment and deliver undamaged to OWNER’s facilities identified in the Contract Documents.

B. Any existing equipment or material which OWNER has not elected to keep as salvage shall become the property of the CONTRACTOR and shall be disposed of in a legal manner by the CONTRACTOR at a suitable off site location at no additional cost to the OWNER.

CONTRACTOR shall provide OWNER notice and opportunity in writing that there are materials to be reviewed for salvage prior to CONTRACTOR removing them.

C. Any existing equipment or material marked for salvage which is damaged by the Contractor’s actions during removal or transport shall be replaced with a new equivalent item at the Contractor’s expense.

1.8 UTILITY CROSSING

A. Wherever existing utilities such as water, electrical or other service lines must be crossed, deflection of the pipe within recommended limits and cover shall be used to satisfactorily clear the obstruction or existing utilities unless otherwise indicated on the DRAWINGS.

However, when, in the opinion of the OWNER or ENGINEER this procedure is not feasible or allowed, the CONTRACTOR may be directed by the OWNER or ENGINEER to use fittings for a utility crossing.
