About this file
This is a Geotechnical Report prepared by Tierra, Inc. for Tampa Bay Water and Wade Trim, Inc., documenting subsurface conditions for the SR 52 Water Main Relocation project in Pasco County, Florida. The report presents findings from two Standard Penetration Test (SPT) borings conducted to approximately 30 feet below grade at selected locations along the proposed 500-linear-foot water transmission main alignment crossing State Road 52. The project involves relocating Tampa Bay Water's collection main beneath SR 52 between Secretariat Road and Philips Highway using open cut and micro-tunneling methods. The geotechnical investigation included subsurface soil exploration, laboratory testing for soil classification and environmental corrosion analysis, and review of published USDA soil survey data and USGS potentiometric surface maps for the project vicinity.
The report identifies five soil strata encountered during boring operations, including dark brown to brown sand (A-3), light brown to gray silty sand (A-2-4), gray clayey sand (A-2-4/A-2-6), green to gray silt (A-7-5), and weathered limestone. Groundwater levels were measured at depths of 3 to 4 feet during field exploration, with potentiometric surface elevation of the upper Floridan Aquifer estimated at 70 to 80 feet NGVD 29. Key recommendations include strict adherence to FDOT Standard Specifications for excavation and backfill, specialized equipment for limestone excavation and dewatering, minimum 1-foot over-excavation and replacement with compacted granular fill for plastic soils if disturbed, and contractor responsibility for dewatering methods capable of maintaining dry working conditions at no additional cost to the owner. Environmental corrosion testing results indicate resistivity ranging from 7,700 to 18,000 ohm-cm and chloride content between 15 to 30 parts per million.

3.0 LABORATORY TESTING
Representative soil samples collected from the borings were classified and stratified based on the AASHTO Soil Classification Systems. Our classification was based on visual observations, using the results from the laboratory testing as confirmation. These tests included fines content, Atterberg Limits series, natural moisture content, organic content, environmental corrosion testing, and Limerock Bearing Ratio Tests. The following list summarizes the laboratory tests performed and respective test methods utilized.
Fines Content Analyses – The fines content analyses were conducted in general accordance with AASHTO test designation T-088 (ASTM test designation D-1140).
Atterberg Limits – The liquid limit and the plastic limit tests ("Atterberg Limits") were conducted in general accordance with the AASHTO test designations T-089 and T-090, respectively (ASTM test designation D-4318).
Natural Moisture Content – The laboratory moisture content tests were conducted in general accordance with the AASHTO test designation T-265 (ASTM test designation D-2216).
Environmental Corrosion – The environmental corrosion tests were conducted in general accordance with the FDOT test designations FM 5-550, FM 5-551, FM 5-552, and FM 5-553.
The laboratory test results are presented on the Report of Core Borings and Summary of Laboratory Test Results for Environmental Classification table in the Appendix.

4.0 SUBSURFACE EXPLORATION
4.1 Soil Borings
Tierra performed two (2) SPT borings at selected locations to depths of approximately 30 feet below the existing ground surface to evaluate the subsurface conditions in the vicinity of the pipe alignment.
The borings were located in the field using hand-held Garmin Global Positioning System (GPS) equipment with a reported accuracy of ±10 feet. The approximate boring locations are presented on the Report of Core Borings sheet in the Appendix. The SPT borings were performed with the use of a drill rig using Bentonite Mud drilling procedures. The soil sampling was performed in general accordance with American Society for Testing and Materials (ASTM) Test Designation D-1586. The initial 6 feet were manually hand augered to verify utility clearance. SPT resistance N-values were then recorded continuously to the boring termination depth. The soil samples were classified in the field and transported to our laboratory for review and stratification. The soil strata encountered in the SPT borings performed at the project site are summarized in the following table:
Stratum Number Soil Description AASHTO Symbol
1 Dark Brown to Brown Sand to Sand with Silt A-3
2 Light Brown to Gray Silty Sand A-2-4
3 Gray Clayey Sand A-2-4/A-2-6
4 Green to Gray Silt A-7-5
5 Weathered Limestone ---(1)
(1) AASHTO does not provide a symbol for weathered limestone.
The subsurface soil stratification is of a generalized nature to highlight the major subsurface stratification features and material characteristics. The soil profiles included in the Appendix on the Report of Core Boring sheet should be reviewed for specific information at the boring locations. The profile includes soil description, stratification, and penetration resistances, when applicable. The stratifications shown on the boring profiles represent the conditions only at the actual boring location. Variations did occur and should be expected within the project area. The stratification represents the approximate boundary between subsurface soils and the actual transition may be gradual.
4.2 Groundwater Information
At the time of our field exploration, the groundwater levels were measured within the SPT borings at depths ranging from 3 feet to 4½ feet. The measured groundwater levels are depicted adjacent to the respective soil profile on the attached Report of Core Borings sheet.
It should be noted that groundwater levels tend to fluctuate during periods of prolonged drought and extended rainfall and may be affected by man-made influences. Groundwater levels along the proposed force main alignment may be affected by tidal influences. A seasonal effect will also occur in which higher groundwater levels are normally recorded in rainy seasons.
Pasco County, Florida
5.0 RECOMMENDATIONS AND CONSIDERATIONS
5.1 General
Tierra recommends utilizing the current FDOT Standard Specifications and applicable Pasco County Specifications (if applicable) as guidelines for construction of the proposed pipeline. All earthwork activities including the site preparation, clearing and grubbing, removal and utilization/placement of soils, compaction of subgrade soils and selection of fill materials should be accomplished in accordance with the project plans and FDOT Specifications for Road and Bridge Construction (SSRBC) including Section 125 - Excavation for Structures and Pipes.
5.2 Soil Parameters
The results of the borings performed are presented on the Report of Core Borings sheet in the Appendix. A Soil Parameters table is also included in the Appendix. The contractor should review the soil profiles and evaluate the soil types as they relate to their installation methods for the project. The profiles represent the conditions only at the actual boring location. Variations did occur and should be expected within the project area.
5.3 Soil Suitability
The suitability for utilization/placement of soils, compaction of subgrade soils and selection of fill materials should be accomplished in accordance with the project plans and FDOT SSRBC and FDOT Standard Plans Index 120. The following are general considerations for the soils encountered within the borings.
In general, the soils of Stratum 1 (A-3) may be moved and used for pipe backfill, provided it is free of organic materials, clay, debris or any other material deemed unsuitable for construction.
Stratum 2 soils (A-2-4) will retain excess moisture and may be difficult to dry and compact. They should be used above the water level existing at the time of construction.
Strata 3 (A-2-4/A-2-6) and 4 (A-7-5) are plastic materials. If encountered during construction, this material will be difficult to dry and compact and may yield if disturbed or saturated. If this becomes the case, the plastic soils should be over excavated a minimum of 1 foot and replaced with compacted granular fill.
Stratum 5 is natural limestone formation. Variations in the depth and strength of this material should be anticipated. Specialized equipment and/or methods may be required to excavate and/or dewater this material. Tierra recommends the following note be included in the plans:
Weathered limestone (Stratum 5) was encountered within the borings. This material is rock. Excavations into and/or through limestone will be difficult and will require non-conventional construction techniques and specialized equipment. Limestone is also porous and difficult to dewater. Utilize construction methods capable of excavating and dewatering materials encountered during construction at no additional cost to the owner.
Pasco County, Florida
5.3 Potentiometric Surface
Based on a review of the “Potentiometric Surface Elevation of the Upper Floridan Aquifer” map and the “Ehren, Florida” quadrangle map published by the USGS, Tierra recommends the following note be included in the plans:
Based on a review of the “Potentiometric Surface Elevation of the Upper Floridan Aquifer” map published by the USGS, the potentiometric surface elevation of the upper Floridan Aquifer at the project site is on the order of +70 to +80 feet, NGVD 29. The natural ground elevation at the project site ranges from approximately +80 to +90 feet, NGVD 29. Utilize construction methods capable of handling potentiometric surface levels up to +80 feet, NGVD 29, at no additional cost to the owner.
5.4 Dewatering
The contractor’s means and methods for dewatering should be sufficient to achieve compaction at the lowest levels of the excavation and pipe bedding (i.e. maintain a dry working condition).
Tierra anticipates the required dewatering depth will be a minimum of 1 foot below the lowest excavation elevation. However, the actual dewatering depth required may be deeper in order to obtain the required compaction.
5.5 Environmental Classification
Environmental corrosion tests were performed on soil samples obtained from the borings performed. Environmental corrosion tests were conducted in accordance with the FDOT test designations FM 5-550, FM 5-551, FM 5-552, and FM 5-553. Environmental corrosion tests measure parameters including pH, resistivity, sulfate content and chloride content. The test results are presented in the Summary of Laboratory Test Results for Environmental Classification in the Appendix.
5.6 Excavations
Excavations and temporary side slopes should comply with the Occupational Safety and Health Administration’s (OSHA) trench safety standards, 29 C.F.R., s. 1926.650, Subpart P, all subsequent revisions or updates of OSHA’s referenced standard adopted by the Department of Labor and Employment Security and Florida’s Trench Safety Act, Section 553.62, Florida Statutes.
We are providing this information solely as a service to our client. Tierra does not assume responsibility for construction site safety or the contractor’s or other party’s compliance with local, state, and federal safety or other regulations.
Pasco County, Florida
REPORT LIMITATIONS
The information contained in this report are opinions based on the site conditions and project layout described herein and further assume that the conditions observed in the exploratory borings are representative of the subsurface conditions throughout the site, i.e., the subsurface conditions elsewhere on the site are the same as those disclosed by the borings. If, during construction, subsurface conditions different from those encountered in the exploratory boring are observed or appear to be present beneath excavations, we should be advised at once so that we can review these conditions and reconsider our recommendations where necessary.
If there is a substantial lapse in time between the submittal of this report and the start of work at the site, or if conditions or project layout are changed due to natural causes or construction operations at or adjacent to the site, we recommend that this report be reviewed to determine the applicability of conclusions and recommendations considering the changed conditions and time lapse.
This report was prepared for the exclusive use of Wade Trim, Inc., and their client for evaluating the design of the project as it relates to the geotechnical aspects discussed herein. It should be made available to prospective contractors for information on factual data only and not as a warranty of subsurface conditions included in this report. Unanticipated soil conditions may require that additional expense be made to attain a properly constructed project. Therefore, some contingency fund is recommended to accommodate such potential extra costs.
