The material must be suitable for sealing cracks of 1/8 inch or larger width in asphaltic concrete pavement throughout the City and must meet Texas Department of Transportation Standard Specifications (Item 300) and multiple ASTM standards covering cone penetration, resilience, ductility, flexibility, flow characteristics, bitumen content, and tensile adhesion. Packaging is two 30–35 pound blocks per box, stacked on pallets at approximately 2,100 pounds per pallet and covered with weatherproof material. Delivery is required Monday through Thursday, 7:00 a.m. to 6:00 p.m. Central Time at the Southeast Service Center (1318 SE Loop 410, Building #7, San Antonio, Texas 78220). All pricing must be quoted FOB Destination with freight prepaid and included in the unit price; no additional delivery charges, fueling surcharges, or other fees are permitted. The City will not provide personnel or equipment for unloading.

The contract term is three years from the effective date of the City Council ordinance awarding the contract, with the option for two additional one-year renewals at the City's discretion, plus temporary month-to-month extensions not to exceed three months. A Producer Price Index price adjustment clause allows annual adjustments based on the U.S. Department of Labor Bureau of Labor Statistics PPI for Ready Mix Concrete (Series ID WPU1333), capped at 25 percent of the original base price and subject to City approval. A minimum 90-day product guarantee or manufacturer's standard commercial warranty applies. No proposal bonds, performance bonds, payment bonds, or DBE/ACDBE requirements are specified. A pre-submittal conference is scheduled for October 7, 2026 at 10:00 a.m. Central Time via WebEx. Bids must be submitted electronically through the San Antonio e-Procurement System (SAePS) Portal.
