About this opportunity

Collier County Board of County Commissioners Procurement Services Division is requesting proposals for county signage services through an Invitation for Qualifications, with proposals due November 6, 2026 at 3:00 PM EST and a pre-proposal conference scheduled for October 15, 2026 at 10:30 AM EST at the Procurement Services Division Conference Room A in Naples, Florida. The County intends to award contracts to a pool of pre-qualified contractors to support flexible project assignment and encourage competitive bidding.

Proposers must hold either a State of Florida Certified General Contractor License or a Specialty Contractor License for Signs, and must maintain a current Business Tax Receipt. E-Verify enrollment is mandatory at proposal submission, and vendors claiming local contractor preference must hold a Business Tax Receipt from Collier or Lee County and maintain a physical business address within Collier County limits. Insurance requirements, including Commercial General Liability, Business Auto Liability, Workers' Compensation, and Professional Liability coverage with Collier County named as additional insured, are a prerequisite qualification standard.

Scope encompasses design, fabrication, manufacture, delivery, installation, repair, replacement, removal, and disposal of interior and exterior identification signs, building identification signs, directional and wayfinding signs, regulatory and safety signs, monument signs, marquee signs, LED and electronic message signs, park and facility signage, ADA-compliant signage, and interpretive specialty signage. All work must comply with Federal, State of Florida, County, and local laws, codes, and standards; contractors are responsible for labor, materials, permits, inspections, site restoration, and warranty coverage through the manufacturer's standard warranty period or longer if specified.

The agreement term is two years with three optional one-year renewal periods, with prices firm for the initial term. For individual projects valued at $15,000 or less, the County may request quotations from a single contractor using rotation; projects exceeding $15,000 require competitive requests for quotes issued to all pool contractors.

Evaluation criteria are cover letter and management summary (5 points), Woman and/or Minority Business Enterprise certification (5 points), firm experience and capacity (45 points), specialized expertise of team members (35 points), and local contractor preference (10 points). Proposals remain valid for 180 days from submission.
