About this file

This is an Immigration Certification form (Form 3) issued by the Collier County, Florida Procurement Services Division as a requirement for vendors submitting proposals for a County Signage project managed by the Parks & Recreation Division. The form mandates that all vendors must be enrolled in the E-Verify program at the time of proposal submission, with acceptable evidence consisting of either a copy of the properly completed E-Verify Company Profile page or a fully executed E-Verify Memorandum of Understanding. Vendors are required to attest to their full compliance with applicable immigration laws, including the 1986 Immigration Act and amendments, as well as Florida Statutes 448.095. Failure to provide proper E-Verify enrollment documentation will result in the vendor's submission being deemed non-responsive and ineligible for award.

Collier County will not intentionally award contracts to vendors who knowingly employ unauthorized alien workers, and any violation of Section 274A(e) of the Immigration and Nationality Act constitutes grounds for unilateral contract termination. The certification must be executed under penalties of perjury by a duly authorized corporate representative with signature authority, who must provide the company name, date, signature, and title on the form. This requirement applies uniformly to all proposers regardless of pricing, set-asides, or other contractual terms and serves as a prerequisite compliance document rather than a pricing or funding-related submission.
