The San Mateo County Department of Public Works is soliciting bids on general contracting services for the County Office Building 1 Renovation and Modernization Work Package 2 (WP2) Project at 455 County Center, Redwood City, California, with proposals due November 18, 2026. The project is subject to a Project Labor Agreement (PLA) requiring prevailing wage and union participation for all work on projects awarded after July 1, 2026, with an engineer's estimate or cumulative bid amount of $3 million or more — this project meets or exceeds that threshold.
The scope encompasses interior remodeling of portions of Level 1 and all of Level 2, including hazardous-materials abatement, demolition, non-load-bearing partitions, suspended acoustic ceilings, lighting, doors, frames, hardware, finishes, and comprehensive mechanical, electrical, and plumbing systems. Work includes fire suppression systems for all of Level 1 and Level 2, fire alarm systems, audiovisual systems in Conference Room 101, and expansion of the existing access control system, with modifications to basement systems. The County Office Building will remain occupied during construction; Level 2 and Level 5 are vacant, while Level 1 lobby and stairwells remain in use during phased work.
The overall contract time is 204 calendar days from Notice to Proceed. Level 1 work or work impacting Level 1 must complete within 152 calendar days, with completion targeted for May 9, 2027. Hazardous-materials surveys identified asbestos-containing materials (friable and non-friable classes), lead-based paint, PCBs, and universal waste; contractors are solely responsible for verifying actual quantities and locations through site visits and contractual documents prior to bidding. All asbestos abatement requires Cal/OSHA-registered and California-licensed contractors. Lead disturbance activities must comply with Cal/OSHA Title 8 CCR 1532.1 and California Department of Public Health standards.
The contractor must establish a web-based project management system using Procore software, submit a startup construction schedule within seven days of commencement, and a detailed Critical Path Method schedule within 60 days. Work is restricted to City of Redwood City working hours; tobacco and controlled substances are prohibited on-site; drug screening of personnel is required. The contractor must maintain critical building services including HVAC, electrical panels serving exterior lighting, plumbing connections, and Data Center telecommunications equipment throughout construction and provide temporary conditioned air between 64 and 74 degrees Fahrenheit to occupied areas during normal working hours.
Design team: DES Architects + Engineers (architect); Interface Engineering Inc. (MEP systems); Jensen Hughes Inc. (fire protection design). Signatory unions include Operating Engineers Local 3, Plumbers & Steamfitters Locals 467 and 355, Sheet Metal Workers Local 104, Electricians Local 617, Roofers Local 40, and others specified in the executed PLA dated November 5, 2025.
