About this file

This resolution document from the San Mateo County Board of Supervisors approves a Project Labor Agreement (PLA) between the County of San Mateo and the San Mateo County Building and Construction Trades Council with affiliated unions. The PLA applies to all County public works projects awarded over a five-year term beginning July 1, 2026, with an engineer's estimate or cumulative bid amount exceeding tiered monetary thresholds: $3 million or more for projects awarded on or after July 1, 2026; $2.5 million or more for projects awarded on or after July 1, 2027; $2 million or more for projects awarded on or after July 1, 2028; and $1 million or more for projects awarded on or after July 1, 2029, with annual adjustments thereafter based on the California Construction Cost Index. The resolution was passed and adopted on September 9, 2025, with unanimous approval from all five supervisors present. The agreement includes exceptions for work performed by County staff, maintenance and repair work, and emergency work as defined by Public Contract Code provisions.

The PLA establishes requirements for fair wages, benefits, and conditions of employment on covered projects while regulating work stoppages, strikes, and lockouts to promote efficient construction operations and timely project completion. The agreement includes provisions for apprenticeship and pre-apprenticeship programs and the hiring of military veterans. Notably, the PLA does not require employees of non-union contractors to join a union or pay dues as a condition of employment on covered projects. The County has previously implemented project-specific PLAs on major capital projects including the Maple Street Correctional Center, County Office Building 3, Parking Structure 2, San Mateo County Health Campus, South San Francisco Wellness Center, and Cordilleras Mental Health Facility. The Board authorized the County Executive or designee to execute the agreement and take all necessary steps to effectuate its terms.
