Issued: 10/05/26 01 10 00 – 3

2. The building area will not be increased, and the occupancy type will not change.

3. Restrooms will be remodeled as part of this scope.

B. Type of Contract:

1. Project will be constructed under a single prime contract.

1.5 PHASED CONSTRUCTION

A. Building will be occupied during construction, and the lobby on L1 will be in use. The Work will occur while portions of Level 1 are occupied or continued to be utilized, and while the Basement Level, Level 3, and Level 4 are occupied. Only Level 2 and Level 5 will be vacant. The elevators to occupied floors are accessed through the Level 1 Lobby. The stairwells between floors will also continue to be utilized during the Work.

B. Work Shall be conducted in phases as described below and on various sheets.

C. Work on Level 1, or Work that impacts Level 1, must be completed by end of the day on Sunday May 9, 2027, due to a lease expiration date for the new occupant. The intent is to have a Temporary Certificate of Occupancy in hand for the Level 1 Areas by Friday May 14, 2027, for furniture to be installed in the Level 1 areas starting on Monday May 17, 2027. Work on Level 2, or Work that impacts Level 2, has more schedule flexibility and we are targeting the work to be completed by end of the day on Wednesday June 30, 2027.

D. Phasing of the Level 1 demo Work has been indicated on several Sheets to assist with identifying specific Work or areas of Work that impact occupied or utilized areas. In particular:

1. Phase 1 Work has limited impacts to occupied or utilized areas, except at the perimeters.

Barriers in the Level 1 Lobby 100 must be constructed outside of normal working hours which are Monday to Friday 6 AM to 5:30 PM. Barriers at other perimeter areas can be constructed during normal working hours.

2. Phase 2 Work identifies specific work that impacts occupied or utilized areas. Plan this work to limit the duration of impacts.

a. Level 1 Main Lobby (Lobby 100): This area includes access to the main elevators in the building, and access between at least one exterior door with a card key reader and both elevators must be maintained during normal working hours, which is Monday to Friday 6 AM to 5:30 PM. Plan the work in the Lobby to reduce the duration of impacts to the space as well as temporary measures to ensure the space is safe for the public and building occupants to utilize during working hours.

b. Level 1 Public Restrooms (147,148, and Hallway 148): This area is adjacent to the Main Lobby and will continue to be utilized through the majority of the work, but the restrooms can be closed for a limited time. Plan the work in these areas to limit the time the restrooms and the majority of the hallway are closed. Work in the hallway that impacts access to the central stairwell must be done outside of normal working hours, which is Monday to Friday 6 AM to 5:30 PM.

c. Level 1 Mechanical Work: Prior to the removal of services to AHU-1, removal of AHU-1, or the removal of ductwork that serves occupied or utilizes areas, establish temporary means to provide conditioned air within a comfortable temperature range (between 64 to 74 degrees Fahrenheit) per the details provided above.

Issued: 10/05/26 01 10 00 – 4

d. Level 1 Exterior Wall Work: For security reasons limit the timeframe between demo of the exterior walls and door and the rebuilding of the new exterior walls and installation of the new glazing and storefront. Provide interim measures to ensure the interior of the building is secure at all times and protected against the elements.

e. The Level 1 Electrical Room houses electrical panels that serve exterior lights and equipment for areas that will continue to be utilized or areas that will be occupied.

Work on these panels or replacement of these panels must be done outside of normal working hours, which is Monday to Friday 5 AM to 5:30 PM, in addition work that impacts the exterior lights must be done in a way that allows for the exterior lights to only be off during daylight hours and turned back on around dusk.

E. Level 1 Work impacting the overhang on the east side of the building may need to occur outside of normal working hours of Monday to Friday 6 AM to 5:30 PM or provide an alternate entrance point to the Lobby.

F. Level 1 Work impacting the area around the freight elevator will need to occur outside of normal working hours of Monday to Friday 5 AM to 5:30 PM.

G. Regarding Work in the basement, Work to connect to existing plumbing lines in the basement must occur outside of normal business hours as the work will impact a busy hallway. The installation of the new fire alarm panel may require some work to be done outside of normal business hours if Work is to be done in busy hallways.

H. Work in the three stairwells will need to be done outside of normal business hours or coordinated to ensure occupants in the Basement and the upper floors have appropriate emergency egress routes.

Coordinate construction operations included in different Sections that depend on each other for proper installation, connection, and operation.

1. Work impacting the Level 1 occupied or utilized areas must be scheduled and coordinated with the County prior to the start of the work and portions of the Work must occur outside of normal working hours. This work has been labeled as Phase 2 on several sheets. Utilities and conditioned air within a comfortable temperature range (between 64 to 74 degrees Fahrenheit) must be maintained during normal working hours in the Level 1 occupied or utilized areas. Below are details for each area:

a. Level 1 Occupied Areas are the following areas: Room 171 Loading Dock, Room 166 ISD Staging, Room 149 ISD Storage, and Hallway 170. The limited work in within these rooms or the work that impacts the roof above them, must be done outside of the normal working hours for these staff, which are Monday to Friday 5 AM to 5 PM. In particular see the sections for the Automated Fire Sprinkler System and Addressable Fire Alarm Systems, as well as the Sheets regarding the roofing work. Utilities and conditioned air within a comfortable temperature range must be supplied during the normal working hours for these staff.

b. The Level 1 Main Lobby (Lobby 100) will continue to be utilized during the Work as it provides access to the main elevators in the building and access to the main public restrooms. Access between at least one exterior door with a card key reader and both elevators must be maintained during normal working hours, which is Monday to Friday 6 AM to 5:30 PM. Plan the work in the Lobby to reduce the duration of impacts to the space as well as temporary measures to ensure the space is safe for the public and building occupants to utilize during working hours. Utilities and conditioned air within a comfortable temperature range must be supplied during normal working hours.

c. The Level 1 Public Restrooms (147,148, and Hallway 148) adjacent to the Main Lobby will continue to be utilized through the majority of the work, but the restrooms can be closed for a limited time. Plan the work in these areas to limit the time the restrooms and the majority of the hallway are closed. Work in the hallway that impacts access to the central stairwell must be done outside of normal working hours, which is Monday to Friday 6 AM to 5:30 PM. When the restrooms are

Issued: 10/05/26 01 31 00 – 3 operational, utilities and conditioned air within a comfortable temperature range must be supplied during normal working hours.

d. The Level 1 Electrical Room houses electrical panels that serve exterior lights and equipment for areas that will continue to be occupied or utilized. Work on these panels or replacement of these panels must be done outside of normal working hours, which is Monday to Friday 5 AM to 5:30 PM, in addition work that impacts the exterior lights must be done in a way that allows for the exterior lights to only be off during daylight hours and turned back on around dusk.

e. The Mechanical work on Level 1 will impact the occupied or continued to be utilized areas, plan the Mechanical work to reduce the time these areas are impacted and the Work is to include temporarily measures to provide conditioned air within a comfortable temperature range (between 64 to 74 degrees Fahrenheit) to the areas mentioned above.

2. Level 1 Work impacting the overhang on the east side of the building may need to occur outside of normal working hours of Monday to Friday 6 AM to 5:30 PM or provide an alternate entrance point to the Lobby.

3. Level 1 Work impacting the area around the freight elevator will need to occur outside of normal working hours of Monday to Friday 5 AM to 5:30 PM.

4. The Data Center (Room 167) on Level 1 will also continue to be utilized during the Work and is required to remain operational at all times during the Work. The Work includes limited scope within the room, see the Addressable Fire Alarm System section as the connection to the existing Clean Air Agent System within the room will be upgraded along with the fire alarm upgrade on the floor.

a. The room contains active Telecommunication Equipment and is a main distribution point in the County Center Fiber Network, disruptions in this area have the potential to impact a wide range of vital County Operations, including 911 dispatch. Should Telecommunication services be inadvertently interrupted, the contractor is to immediately furnish labor, including overtime, material, and equipment necessary for prompt restoration of interrupted Telecommunication services at no cost to the County. Schedule construction operations, or provide temporary solutions, to ensure active Telecommunication services remain continuous, including ensuring the following:

b. The ambient temperature and humidity in the Reduced Data Center area must remain in the temperature range of 64 to 74 degrees Fahrenheit and a humidity range of 35 to 55 percent when measured at 5 feet above the raised floor level and along the equipment aisle centerline.

c. The Data Center area must have continuous fire suppression, fire detection, and leak detection.
