About this opportunity
The City of St. Petersburg is seeking a contractor for the Cosme Water Treatment Plant (WTP) Lime Softening Byproduct Excavating and Removal project located in Pinellas County, Florida. The procurement involves excavating, removing, and disposing of up to 9,999 cubic yards of dry sludge from a pond, with an estimated daily removal rate of 400-500 cubic yards. The contractor will be responsible for providing all necessary labor, materials, tools, equipment, supervision, manpower, hauling, and disposal services. While the City will obtain the excavation permit, the contractor must secure all other required permits, including hauling permits. The solicitation was released on September 18, 2024, with a mandatory pre-proposal meeting scheduled for September 24, 2024, and responses due by October 24, 2024, at 3:01 pm. The contract will have an initial three-year term with a potential three-year extension. Evaluation criteria will likely focus on the lowest responsible and responsive vendor, with consideration of comprehensive project capabilities, permit compliance, and insurance requirements.
The contract does not specify explicit set-aside designations for disadvantaged enterprises, though standard city procurement policies typically encourage small business participation. Insurance requirements are comprehensive, including commercial general liability ($1M per occurrence), commercial automobile liability ($1M), workers' compensation, and pollution liability ($1M per occurrence). The contractor must comply with E-Verify, nondiscrimination policies, and environmental purchasing guidelines. While specific budget ranges are not explicitly detailed, the project involves significant excavation and disposal work, suggesting a substantial contract value. The City reserves the right to reject any or all proposals and will award the contract based on a comprehensive assessment of vendor qualifications. Potential bidders will need to demonstrate significant environmental remediation capabilities, heavy equipment expertise, and the ability to manage complex municipal infrastructure projects involving precise excavation and disposal of water treatment byproducts.
