About this file

This is a Natural Resources Permit (Permit Number: HC-NRO-24-0000014) issued by Hillsborough County, Florida for the City of St. Petersburg on June 27, 2024. The permit authorizes the excavation and hauling of up to 9,999 cubic yards of lime sludge from holding lagoon areas designated as Phase 7 at a property located at 16015 Race Track Rd in Odessa, FL. The permit specifies two approved haul routes and includes detailed conditions for land alteration activities, with operations limited to 8:00 am to 5:00 pm Monday through Friday, excluding weekends and holidays.

The permit outlines strict requirements for dust control, roadway maintenance, noise reduction, and environmental protection. Specific conditions include covering trucks with tarps, maintaining roadways, preventing fugitive dust, and ensuring no damage to county roads. The permit is valid for two years and requires a final land alteration/landscaping compliance inspection upon completion of activities. The project appears to be part of a broader effort by the City of St. Petersburg to remove lime softening byproduct from a water treatment facility, with the contractor responsible for excavation, removal, hauling, and disposal of the lime sludge under the specified permit conditions.
