About this opportunity
The Rhode Island Department of Transportation is requesting bids on the rehabilitation of Wood River Bridge No. 056601, which carries Switch Road over the Wood River in the Towns of Richmond and Hopkinton, with bids due September 25, 2026, at 1:00 PM EDT and questions due by September 16, 2026, at 12:00 PM EDT through the Ocean State Procures platform.
The scope includes complete removal and replacement of bridge backwalls, abutment stems, approach slabs, and bridge deck ends; removal and reconstruction of the bituminous wearing surface with waterproofing membrane; removal and replacement of all bearings and bridge joints; concrete patching repairs to prestressed concrete I-beams and substructures; riprap repairs; installation of new guardrails and end treatments; signing and striping; and site stabilization. Work encompasses 54 line items including 300 square yards of clearing and grubbing, 225 cubic yards of earth excavation, 4,000 square feet of deck surface concrete removal by hydrodemolition, 75 cubic yards of concrete for bridge deck work, 18 elastomeric bearing replacements, and 1,500 linear feet of pavement markings. The June 2025 inspection documented the bridge in Fair condition with extensive spalling, exposed prestressing strands, bearing pad loss, and abutment deterioration. Construction will occur in two phases with alternating traffic controlled by temporary signal. Work beneath the bridge is restricted to the low-flow season from July 1 through October 31, with anticipated project duration of two to three months upon award. All work must comply with the Rhode Island Standard Specifications for Road & Bridge Construction (February 2026) and AASHTO LRFD Bridge Construction Specifications (4th Edition, 2017), and contractors must comply with Davis-Bacon Act prevailing wage requirements.
The project is federally funded at 80 percent with 20 percent state funding on most items; certain guardrail and pavement marking items carry 100 percent federal funding. Bidders must submit a 5 percent bid bond and 100 percent performance bond, and provide general liability ($1,000,000), workers compensation ($100,000 each accident), and automobile liability ($1,000,000). No Disadvantaged Business Enterprise requirement applies. A 0.33 percent contract administrative fee will be withheld from all payments. Proposals must be submitted electronically through Ocean State Procures and must include DOT anti-collusion certification, debarment certification, conflicts disclosure, and Title VI assurances.
