About this file
This is a routine bridge inspection report prepared by Steere Engineering on behalf of the Rhode Island Department of Transportation (RIDOT) for Structure 056601 (Wood River Bridge), which carries Switch Road over the Wood River in Richmond and Hopkinton, Rhode Island. The inspection was conducted on June 19, 2025, by Team Leader Joseph Toomey, E.I.T., and Staff Inspector Andy Orellana under clear weather conditions at 85°F. The bridge, built in 1969 using ASD design with HS-20 load rating, spans 90 feet and carries approximately 1,815 vehicles daily with 13.99 percent truck traffic. The inspection employed a 62-foot under-bridge inspection unit with traffic control provided by crash truck and local police support, documenting conditions through photographs and detailed measurements of structural elements including the prestressed concrete deck, nine AASHTO Type IV beams, reinforced concrete abutments, elastomeric bearings, approach slabs, and associated appurtenances.
The inspection revealed significant structural deterioration requiring immediate and near-term maintenance. The overall bridge condition classification is rated as Fair, with the deck rated Satisfactory (6), superstructure Fair (5), and substructure Fair (5). Critical deficiencies include extensive spalling with exposed and debonded prestressing strands on girder ends at both abutments, loss of bearing area up to 10.7 percent on multiple bearings, deck joint seal deterioration with evidence of leakage, undermining of bearing pads due to abutment spalling, significant rebar corrosion, efflorescence throughout concrete elements, and scour-related erosion at abutment riprap. The current load rating permits HL-93 inventory loads at 1.53 and operating loads at 1.98, with the bridge remaining open to traffic. Recommended work candidates include deck preservation through crack sealing (priority year 2027), repair or replacement of deck joints (2025), repair of damaged approach guardrail (2025), and restoration of erosion at the east abutment riprap (2025). Recent completed maintenance includes joint replacement (February 2023), bridge washing (March 2023), vegetation removal, deck washing, and joint cleaning (June 2025).

Notes: The superstructure consists of nine (9) prestressed concrete AASHTO Type IV Beams labeled A through I from north to south
(Photo 10). The beams exhibit isolated hollow areas, spalls with and without exposed, debonded, and corroded rebar and prestressing strands, and cracks with and without efflorescence and rust stains (Photos 16-34 and 36-40). The beams have algae growth throughout, and there are areas of moisture / leakage stains, primarily at the beam ends (Photos 10, 18-19, 29, and 35-36).
