About this opportunity
The State of New Hampshire Department of Administrative Services, Division of Procurement and Support Services, is issuing a Request for Bid (RFB 3119-26) for the supply and delivery of motor oils and lubricants to state agencies. The solicitation encompasses twelve product groups including diesel oils (API CK-4), synthetic oils, motor oils (in grades SAE 15W/40, 10W/30, 50W, 40W, 30W, 20W, and 10W), automatic transmission fluids, heavy-duty transmission fluids, hydraulic oils, tractor hydraulic fluids, automotive gear oils, automotive greases, synthetic gear lubes, and diesel exhaust fluid (DEF). Products must meet multiple performance specifications including CK-4, CI-4+, SM, EOS-4.5, CUMMINS-20086, ALLISON C-4, CAT ECF-3, CAT TO-4, VDS-4.5, and DETROIT 93K222 standards, with estimated annual usage quantities ranging from single packages to thousands of units depending on product type and packaging size. Vendors must bid on at least 75 percent of items to be considered for award, provide all pricing in US dollars on an F.O.B. Destination basis with delivery and all associated costs included, and achieve delivery within five business days of order placement. The successful vendor must maintain comprehensive general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 aggregate, provide complimentary oil analysis programs to requesting agencies, and establish individual customer accounts within three business days of order placement. The bid closing date is March 27, 2026, at 1:30 PM Eastern Time, with the deadline for vendor questions and clarifications set for March 19, 2026, and state responses provided by March 20, 2026.
The contract term shall commence upon approval by the Governor and Executive Council and extend through April 30, 2031, with an option for extension up to an additional two years under the same terms and conditions upon mutual agreement. Political subdivisions and nonprofit organizations under Section 501(c) of the federal internal revenue code are eligible participants and may receive the same pricing as awarded to the state. The state reserves the right to award the contract to one or more vendors based on lowest cost by section, line item, or total, and maintains flexibility to add or delete locations and equipment throughout the contract term. Payment shall be made via ACH or procurement card within 30 days of invoice receipt or item delivery, whichever is later, with early payment discounts offered of 0.25 percent for payment within 20 days and 0.50 percent for payment within 10 days on orders of $10,000 and above. The successful vendor may request annual price adjustments keyed to industry changes with written notice required 30 days prior to implementation, though the state reserves the right to reject unreasonable increases. No incumbent vendors, specific budget ranges, or award values are identified in the solicitation documents.
