About this opportunity

The State of Maine, Division of Purchases is requesting bids on Military 4L80 transmission kits and component parts to support up to 300 vehicles, with bids due October 4, 2010. Awards will be made to the lowest responsible bidder offering best value to the State, considering quality, conformity with specifications, delivery date, and ultimate cost. In case of tie bids, preference is given to in-state bidders or bidders offering commodities produced or manufactured in Maine.

The primary item is the Kit, Transmission, Hydraulic (4L80) for Model Year 2001 or later vehicles, along with associated components including torque converters, tubes, microcircuits, and access covers. The State will accept bids for any combination of kits and individual components. Bids are assumed to be for new items unless otherwise specified; rebuilt transmissions sold separately or within kits must include dynamometer test certificates. Sample items and Certificates of Conformance may be required prior to contract award.

All transportation charges, including freight and express costs, shall be prepaid and borne by the contractor and must be included in unit prices. Delivery is to 125 Kansas Road, Limestone, Maine. The State is exempt from Federal and Maine State Sales and Use Taxes; bidders should quote accordingly without including these taxes. Cash discounts of less than 20 days will not be considered in the award determination.

Sealed bids must be submitted to the Division of Purchases at Room 119, 9 State House Station, State Office Building, Augusta, Maine prior to the closing deadline. Bids received after the deadline will not be considered. Contract award is contingent upon successful screening through the federal Excluded Parties List System (EPLS) and provision of required certifications of eligibility. Prospective bidders must certify their debarment and responsibility status. The Division reserves the right to reject any or all bids, waive any formality or technicality, and increase or decrease quantities by up to 10 percent.
