Vendors must be licensed to work in New Hampshire with a minimum of five years of verifiable commercial experience and must submit three client references. The scope encompasses water and wastewater extraction, moisture control, structural and floor drying, carpet and rug cleaning with disinfection and sanitization, fire and smoke damage removal, mold remediation and microbial treatment, odor removal, and documents and vital records recovery. Services cover nine counties: Coos, Belknap, Carroll, Grafton, Cheshire, Sullivan, Strafford, Rockingham, Merrimack, and Hillsborough.

The vendor must provide 24/7 emergency response availability with technicians arriving at job sites no later than two to three hours after notification for emergencies or 24–48 hours for non-emergencies. All services shall be performed between 8:00 AM and 4:00 PM on business days unless pre-approved otherwise, with no premium charges for off-hour work. Bidders submit unit rates for Supervisor and Worker classifications across four distinct time periods (Normal Business Hours, After Normal Business Hours, and weekend/holiday periods at both daytime and nighttime rates) and may indicate "no bid" for specific counties or time periods.

Pricing shall be quoted in US dollars including all delivery costs, materials, labor, tools, transportation, permits, and dumpster services as separate line items. Building materials markup shall not exceed 10% above vendor cost. Prices are F.O.B. Destination with no additional surcharges or fuel charges permitted. Annual price adjustments are permitted on contract anniversary dates with 30 days' written notice and substantiation, subject to State approval.

The contract term runs through July 31, 2031, with an option to extend for up to two additional years under the same terms and conditions. The State reserves the right to add or delete locations and equipment throughout the term via RFQ procedures. The vendor must maintain comprehensive general liability insurance of not less than $1 million per occurrence and $2 million aggregate, along with workers' compensation insurance. All work carries warranty of not less than one year or the manufacturer's standard warranty period, whichever is greater, covering 100% of repair or replacement costs including parts, labor, and travel expenses. The award may be made to one or more vendors providing the lowest cost by county.
