About this file

This is a bid offer sheet for RFB 3139-27, issued by the State of New Hampshire Department of Administrative Services, Division of Procurement and Support Services, for fire, storm, water, and mold damage repair services across nine counties: Coos, Belknap, Carroll, Grafton, Cheshire, Sullivan, Strafford, Rockingham, Merrimack, and Hillsborough. The bid encompasses labor rates for four classifications—Project Manager, Site Supervisor/Lead Technician, Technician, and General Labor—with separate base and overtime hourly rates for each position across all nine counties. Additionally, vendors must provide unit prices for over 60 equipment and consumable items including air movers, HEPA vacuums, neg air machines, dehumidifiers, pressure washers, generators, and various cleaning agents and protective equipment. Vendors must submit complete bids for all sections in dollar amounts; incomplete submissions or entries with zeros will be considered non-compliant. The contract term extends through July 31, 2031, with an option to extend for up to two additional years under the same terms and conditions.

Bidders must quote all prices in US dollars, including delivery costs, materials, labor, tools, transportation, permits, and dumpster services as separate line items, with building materials markup not to exceed 10% above vendor cost. Pricing is F.O.B. Destination with no additional surcharges or fuel charges permitted. Vendors may indicate "no bid" for specific counties or equipment items they do not intend to service. Annual price adjustments are permitted on contract anniversary dates with 30 days' written notice and substantiation, subject to State approval. The State reserves the right to award the contract to one or more vendors providing the lowest cost by county. Vendors must maintain comprehensive general liability insurance of not less than $1 million per occurrence and $2 million aggregate, along with workers' compensation insurance, and provide a minimum one-year warranty or the manufacturer's standard warranty period, whichever is greater, covering all repair or replacement costs including parts, labor, and travel expenses.
