About this file

This is a bid offer sheet for RFB 3139-27 issued by the State of New Hampshire Department of Administrative Services for fire, storm, water, and mold damage repair services statewide. The request solicits bids for emergency response services covering nine counties: Coos, Belknap, Carroll, Grafton, Cheshire, Sullivan, Strafford, Rockingham, Merrimack, and Hillsborough. Vendors must be licensed in New Hampshire with a minimum of five years of verifiable commercial experience and must provide 24/7 emergency response availability with technician arrival within two to three hours for emergencies or 24-48 hours for non-emergencies. Services encompass water extraction, moisture control, structural drying, carpet and rug cleaning with disinfection, fire and smoke damage removal, mold remediation, odor removal, and records recovery. The contract term runs through July 31, 2031, with options to extend for up to two additional years under the same terms. Bids were due July 31, 2026, at 11:00 AM Eastern Time, with questions due by July 22, 2026.

The offer sheet requires vendors to submit hourly rates for four classifications—Project Manager, Site Supervisor/Lead Technician, Technician, and General Labor—with separate base and overtime rates across all nine counties. Vendors must also provide unit pricing for equipment rentals (air movers, pressure washers, dehumidifiers, generators, etc.) and consumable items (filters, masks, ducting, tape, cleaning agents, etc.). All sections must contain dollar amounts or "no bid" designations; incomplete submissions or zero entries will be considered non-compliant. Pricing shall include all delivery costs, materials, labor, tools, transportation, permits, and dumpster services with no additional surcharges or fuel charges permitted. Building materials markup shall not exceed 10% above vendor cost, and prices are F.O.B. Destination. Annual price adjustments are permitted on contract anniversary dates with 30 days' written notice and substantiation subject to State approval. All work carries a warranty of not less than one year or the manufacturer's standard warranty, whichever is greater, with vendors required to maintain comprehensive general liability insurance of $1 million per occurrence and $2 million aggregate, plus workers' compensation insurance. The award may be made to one or more vendors providing the lowest cost by county.
