About this file
This addendum to Bid Invitation 3139-27 issued by the State of New Hampshire Department of Administrative Services, Division of Procurement and Support Services, provides clarifications and modifications to the original solicitation for fire, storm, water, and mold damage repair services. The addendum addresses six questions submitted by potential bidders and modifies several paragraphs of the original bid document. Key clarifications include the removal of paragraph 10.1 regarding installation requirements, alignment of emergency response timing requirements in paragraphs 31.10.1 and 32.5 to establish a three-hour arrival standard, and confirmation that contractors are not responsible for installing replacement building materials after removal during remediation work. The bid closing date remains July 31, 2026 at 11:00 AM, and all changes outlined in this addendum supersede previously submitted documents and must be included with bid submissions.
Additional modifications clarify that building material markups for both emergency and non-emergency services shall not exceed 10% above vendor cost with required cost documentation, that warranty coverage extends to one year minimum from service acceptance covering 100% of shipping, labor, travel, lodging, and expenses, and that contractors are liable for damage resulting from their negligence with restoration costs borne by the vendor. The State also updated the Attachment 1 Offer Sheet (revised 07/21/2026) to accommodate bidder requests for separate hourly rates covering labor, basic personal protective equipment, and common hand tools, with supplemental detailed listings for specialized tools, equipment, and materials for specific tasks. Inquiries regarding the bid should be directed to Purchasing Agent James Noel at NH.Purchasing@das.nh.gov, and complete bid documents and addendums are available through the New Hampshire Department of Administrative Services purchasing website.

ADDENDUM # 01 TO BID INVITATION 3139-27
DATE AND TIME OF BID CLOSING: 7/31/2026 11:00 AM
FOR: FIRE, STORM, WATER, AND MOLD DAMAGE REPAIR SERVICES
Question 1: Paragraph 10.1 - Installation Requirements: What items/equipment does the State anticipate the Contractor will be installing?
State Response: Paragraph 10.1 of the bid document is hereby removed.
Question 2: Paragraph 31.10.1 & 32.5 - The timing requirements for these two items seem to conflict. Can you please explain the difference, if any, or indicate which is accurate?
State Response: Updated paragraph 31.10.1 to reflect 32.5.
31.10.1. The vendor shall employ a sufficient number of trained and certified staff so that calls of any emergency nature can be answered promptly with the vendor arriving at job site no later than three (3) hours after the call is entered.
Question 3: Paragraph 32.2 & 33.2 - Is the Contractor responsible to "put back" of building materials that have been removed? For example, are we responsible for installing new materials if we cut away drywall as part of a mold remediation project?
State Response: Contractor is not responsible for installing new materials. The following paragraphs 32.2 &
33.2 have been changed as follows. (Change is highlighted)
32. EMERGENCY SERVICES:
32.1. Emergency services are defined as urgent, have impacted the safety of personnel, or impacted the operational capability of the State and are needed within 24 – 48 hours of notification to the vendor. The awarded Vendor(s) shall provide services at the hourly rates for the State facilities listed herein. Agencies shall request services by issuing a Request for Quote (RFQ) with scope of work detailing as much information about the repair as available.
32.2. Requests for emergency services shall be approved in advance by the State representative. Building materials shall be invoiced not to exceed 10% above Vendor’s cost. Invoices for materials billed using this markup are required to accompany any invoice submission to the State. All replacement parts shall be new and of the same quality as that being replaced. Cost for any repairs shall not include products that are not part of the repair for any building.
33. OTHER SERVICES (NON-EMERGENCY):
33.1. The awarded Vendor(s) shall provide service rates at the hourly rates for the State facilities listed herein for other services that are not a part of preventative maintenance and are not emergency repairs. Agencies shall request services by issuing a Request for Quote (RFQ) with scope of work detailing as much information about the repair as available.
33.2. Requests for services shall be approved in advance by the State representative.
Question 4: Item #35 - What items/equipment does the State anticipate the Contractor will be installing?
State Response: Paragraph 35 of the bid document is changed as follows.
35. WARRANTY REQUIREMENTS:
35.1. The successful Vendor shall be required to provide warranties on all services provided by the Vendor for a period of not less than one (1) year, commencing on the date that the service is received, inspected, and accepted by the State of New Hampshire. The warranty shall cover 100% shipping, labor, travel, lodging, and expenses.
Question 5: Item 36.3 - The remediation process will likely result in "damage" to the building. Can you please modify this item?
State Response: State has modified Paragraph 36.3 to state
36.3 The successful Vendor agrees that any damage or injury to any buildings, materials, equipment, or other property resulting from the Vendor’s negligence shall be repaired at the Vendor’s own expense so that such buildings, materials, equipment, or other property are satisfactorily restored to their prior condition.
Question 6: Item 40.1 - Although the RFP states that quotes in lieu of a completed offer sheet will not be accepted, we believe that the State would benefit from an hourly rate that only includes Labor, Basic PPE (Personal Protective Equipment) and common hand tools. In our opinion, there should be a supplemental, detailed list of tools, equipment, and materials that may be used for the various tasks listed in item #31.
State Response: Attachment 1: Offer Sheet has been updated. Please use “Rev 07/21/2026.”
