About this opportunity
The Utah Department of Government Operations, Division of Purchasing and General Services is publishing a Notice of Intent to Award a Contract Without Engaging in a Standard Procurement Process for Contract 246035 Amendment 3, a funds increase for the Teacher Education and Compensation Helps (TEACH) Scholarship program administered by the Utah Association for the Education of Young Children (UAEYC), with a public challenge period closing June 25, 2026. This is a sole-source renewal with no competitive solicitation.
The original contract was approved as sole source under Solicitation Number MK23-184 and includes two approved one-year renewal options; this amendment represents the first renewal with no changes to contract term or service scope. The procurement unit justifies the non-competitive award on sole-source grounds — only UAEYC qualifies as the administrative partner for the statewide TEACH program. Other qualified vendors may challenge the sole-source designation by June 25 by submitting documentation demonstrating alternative sources or comparable products meeting specifications.
UAEYC's responsibilities include developing and implementing an objective application process aligned with National TEACH requirements, managing participant selection with prioritization for Department of Workforce Services and Office of Childcare TEACH funding recipients, and expending funds according to annually negotiated budgets. The contractor must submit itemized invoices with supporting documentation on specified quarterly cycles and semester reports detailing recipient information, program outcomes, and annual summaries documenting enrolled participants, completed contracts, degrees, and attrition rates.
The contract value increases from an original $284,134.56 to a proposed total of $1,023,570.11, a 360.24% increase reflecting budget allocations approved for yearly renewals. The fiscal period runs July 1, 2026 through June 30, 2027, with a program budget of $224,086.14 serving 23 students across Quality Funds (17 students) and Infant/Toddler Funds (6 students). The contract requires mandatory anti-boycott certification under Utah Code 63G-27 et seq., including certification of non-engagement in economic boycotts and boycotts of Israel.

NOTICE OF INTENT TO AWARD A CONTRACT WITHOUT ENGAGING IN A STANDARD PROCUREMENT PROCESS The Division of Purchasing is publishing this notice pursuant to the Utah Procurement Code. The Conducting Procurement Unit submitted this form to the Division of Purchasing claiming that it intends to award a contract without competition if it is determined by the Division of Purchasing, in writing, that: - there is only one source for the procurement item; - transitional costs are a significant consideration in selecting a procurement item; or - the award of a contract is under circumstances, described in rules adopted by the applicable rulemaking authority, that make awarding the contract through a standard procurement process impractical and not in the best interest of the procurement unit. In the Files section the Conducting Procurement Unit has identified its justification for wanting to award a contract without engaging in standard procurement process. You MUST read all of the documentation in the Files.
